Deputy Chief of Staff for Family and Community Engagement

SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the superintendent’s chief of staff, the deputy chief of staff for family and community engagement (deputy chief) leads the Division of Community Engagement (DCE) and the Department of Family Engagement (DFE). The deputy chief coordinates, implements, administers, and evaluates a comprehensive program of community and family engagement to build meaningful, culturally responsive, and inclusive partnerships between families, schools, the school district, and the broader community to support student learning and well-being. Provides strategic advice and counsel to the superintendent and fellow cabinet members. The deputy chief leads and coordinates work and implements strategies to further Montgomery County Public Schools’ (MCPS) priorities of equity and empowering families by strengthening home-school connections, providing resources, and addressing barriers to learning; collaborates with diverse community organizations and engages in intentional outreach to create safe, respectful environments that celebrate the uniqueness of all students. The deputy chief works to foster trust, facilitate two-way communication, and develop innovative engagement strategies; eliminate opportunity gaps, raise achievement for all students, and advance the mission of MCPS for successful youth development and lifelong learning.

KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of best practices and current research regarding outreach programs, partnership development, and community advocacy and organizing; knowledge of Montgomery County's governmental, social, nonprofit and political environments and diverse community interests; ability to assess program needs; conceptualize new programs, particularly for diverse and multicultural communities; develop short- and long-range plans and coordinate program implementation through various school system departments and with public and private agencies and community organizations; ability to develop and maintain relationships with key community leaders, businesses, partners, advocacy groups, non-governmental organizations, and other stakeholders; ability to implement programs that foster and maintain teamwork among MCPS offices, schools, parent groups, and community members; ability to develop communication networks with school personnel, parents, business, higher education, and community leaders, partners, non-governmental organizations, advocacy groups, and grassroots organizers, acting as a liaison for community initiatives; prepare reports/correspondence for the superintendent and Board of Education; demonstrate excellent management, planning, organization, written and oral communication and human relations skills that are essential and required for the position; and ability to communicate as a multilingual leader is preferred, but not required. Skilled at re-envisioning, building, inspiring and managing a team, especially in a time of growth and change.

EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university in education, public administration, nonprofit management, business, or other relevant field. Minimum of seven years of supervisory/administrative/leadership experience in multicultural education, business, corporate, nonprofit, communications, or public administration. Experience building business and community partnerships and securing resources. Experience building coalitions, organizing communities, and staging campaigns in support of public causes. Demonstrated leadership and broad experience working effectively with diverse staff, students, parents, and the community. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.
