We are currently seeking a Mid to Senior level Acquisitions Program Analyst to support PMS 401 for the US Navy working hybrid 2-3 days per week at the Washington Navy Yard.
What you’ll do:
Provide support to the PMS 401 acquisition team tailoring strategies to deliver best solutions in accordance with DoD Federal Acquisition Regulation (FAR) regulations and policies
Responsibilities:
- Act as a Subject Matter Expert who possesses extensive knowledge of and has a background in DoD contracting
- Provide guidance and recommendation in support of all acquisition planning elements, including contracting strategies, milestone schedules, solicitations and attachments (Statements of Work (SOW), Contract Data Requirements Lists (CDRLS), DD254s, Government furnished Equipment (GFEs) and Government Furnished Information (GFIs)
- Support all aspects of the Planning, Programming, Budgeting and Execution (PPBE) cycle
- Identify and prioritize funding sources, strategies and requests for program products and services, funds planning and execution management
- Review, track and manage contract deliverables, to ensure they are received, and deliverable technical review and feedback is provided according to contract requirement
- Attend meetings and provide on-site/in person support as required
- Travel domestically and internationally, provide in-person support at MBC and client sites, and obtain and maintain professional certifications and security clearances as required by MBC and/or MBC’s clients. These requirements are subject to change without advance notice at the discretion of MBC and MBC’s clients
Qualifications:
- Bachelor's degree
- 7 plus years of DoD acquisition program experience
- 5-7 years Technical Writing Skills
- Prior experience with DoD acquisition submarine, shipbuilding or relevant NAVSEA programs
- Knowledge of DoD FAR regulations
- Prior experience evaluation official contract file documentation
- Active Secret Clearance
- Expert proficiency with Microsoft Suite (Word, Excel, PowerPoint, SharePoint & Outlook)
- Hands-on experience in the development of purchase requests for different contract types and various program funding appropriations.
- Demonstrated knowledge of the Contract Data Requirements List (CDRL) documents and processes and authoring, editing, and issuing Purchase Requests (PR)
- Understanding of the Submarine Acoustic Systems lifecycle and terminology/acronyms
- Experience with SPS and Navy ERP
- Certified acquisitions specialists ie. Federal Acquisition Certification for Contracting Officer’s Representative (FAC-COR), Federal Acquisition Certification for Contracting (FAC-C), or Federal Acquisition Certification for Project Managers (FAC-PM)
- Ability to travel domestically and internationally using a credit card or prepaid debit card as required by MBC and/or clients
- Ability and willingness to travel domestically and internationally using a credit card or prepaid debit card as required by MBC and/or clients
