Director of Finance/ School Business Manager
Location: Mosinee School District.
Term of Employment: 260 days
Reports to: Superintendent of Schools
Supervisor to: Business Office
JoB Summary: The Director of Finance/ School Business Manager serves as the chief financial officer of the districts in which he/she is assigned. The person in this position shall be responsible for the district’s business and financial functions, food service, transportation, and purchasing programs, assisting with personnel functions, and other duties as may be assigned.
Accounts for and records the district's business affairs to provide the best possible educational services with available financial resources. This position will maintain the necessary records to facilitate sound fiscal management and advise the Superintendent and the Board of Education on the district's business and personnel affairs.
ESSENTIAL DUTIES & RESPONSIBILITES:
Services Management for District’s Assigned
- Develops fiscal and operations management recommendations and presents to the Superintendent and Board of Education.
- Develops banking and investment recommendations and presents to the Superintendent and Board of Education.
- Develops the District budget in conjunction with the Superintendent and presents the budget to the Board of Education.
- Attends Board of Education meetings and committee meetings as assigned and is responsible for presenting regular financial reports to the Board of Education.
- In collaboration with the food service supervisor (if applicable), oversees the District’s food services program, including purchasing, filing appropriate federal and state reports, personnel supervision, collection of revenue, and develops recommendations associated with the food services program to the Superintendent and Board of Education and evaluation of the same.
- Serves as a member of committees/councils and attends such meetings as directed by the Superintendent.
- Communicates and works with District legal counsel in conjunction with the Superintendent and presents reports to the Board of Education.
- Reviews and develops recommendations for liability claims in conjunction with the Superintendent and advises the Board of Education as applicable.
- Oversees and files claims for all district grant problems.
- Oversees in conjunction with the Superintendent all staff compensation, including wages and benefits.
- Manages all district insurance programs, including district liability insurance programs.
- Completes OSHA and other safety reports as required by state and federal law.
- Works with various members of the administrative team on school problems such as: transportation, special education, vocational education, maintenance, technology etc.
- Uses technology to enhance administration of business, support and educational systems.
- Aides in the establishment and maintenance of Community partnerships.
- Facilitates cooperation with other governmental bodies and various constituencies.
- Builds community support for District goals, decisions, and priorities to the community and media.
- Works collaboratively with and under the guidance of the districts’ Superintendent.
- Perform other duties as assigned.
Fiscal Management
- Maintains primary management of the districts’ budget and fiscal responsibility for the districts served.
- Is responsible for ensuring that the accounting procedures meet all federal, state and local requirements.
- Supervises the accounts payable, accounts receivable, cash receipts, and payroll processing.
- Prepares monthly financial statements.
- Prepares schedules and necessary documentation for the annual audit.
- Completes bank statement reconciliations.
- Maintains a complete set of records for all expenditures, revenues, and general ledger accounts.
- Is responsible for the investment of district funds in accordance with Board policy and state statute.
- Evaluates hot lunch programs expenditures and revenue and develops periodic program reports to the Board of Education.
- Ensures all student activity accounts operate in accordance with Board Policy and proper accounting procedures (GASB).
- Perform other duties as assigned.
Administrative Management
- Provides educational leadership for the improvement of the total educational program of the districts and Agency.
- Develops recommendations associated with the districts’ and Agency’s administrative procedures and evaluates the same.
- Assumes responsibility for his/her own professional growth through membership and participation in professional organizations, attendance at regional and state meetings, through enrollment in advanced courses, etc.
- Works collaboratively with the Business Office Staff to establish and maintain the Agency’s Business Services program.
- Completes and files all reporting as required.
- Perform other duties as assigned
Qualifications/required skills
- Knowledge of WUFAR accounting principles.
- Drafting and updating budget in Skyward.
- Ability to use and develop future budget projections.
- Prepare all financial reports to reflect financial condition.
- Ability to manage investments to gain maximum revenue.
- Filing of reports including federal and state projects including grants.
- Ability to explain financial position to a diverse group of administration, staff, school board, and community members.
- Ability to prepare needed documents for annual audit to ensure a clean audit.
Education and/or experience requirements
- 5008 Business Manager license is preferred, but not required.
- Previous experience in school finance is preferred.
- Previous experience using Skyward is preferred.
Language Skills: Demonstrated skills in writing, reading, and comprehension and speaking of the English language. Knowledge of and ability to use technology (email, internet, etc.) as a means of communicating and obtaining information. Ability to effectively present information in one-on-one and small and large group situations to staff, customers, community, and colleagues. Excellent oral and written communication skills.
Mathematical Skills: Demonstrated skills of all mathematical forms. Ability to compute accounting and numerical calculations.
Reasoning Ability: Ability to deal with problems and assist others in dealing with problems involving variables in complex situations. Excellent troubleshooting and problem-solving skills.
Other Skills and Abilities: Must be able to work in a fast-paced environment independently with minimal supervision. Must be able to communicate effectively with staff, customers, BOE members, and the community. Must be willing to perform other duties as assigned on a timely basis and in a positive manner. Able to solve problems quickly and work with all employees. Ability to interact tactfully with staff and the public. Frequently will be required to meet multiple demands from several people.
