What are the responsibilities and job description for the Program Manager/ Scrum Master position at MUNICIPAL SECURITIES RULEMAKING BOARD?

The MSRB seeks a Program Manager/Scrum Master who will oversee the full development lifecycle for systems related to municipal bond transparency, transaction reporting, and IT support. This role will coordinate with cross-functional teams on design, development, testing, and documentation to meet user and technical requirements. The Program Manager/Scrum Master will report to the Director of Product Management.


Key Responsibilities:

  • Program Management: Lead critical programs through the Systems Development Life Cycle (SDLC) using Project Management and Agile best practices. Oversee schedule, scope, quality, communications, issues, and risk management.
  • Artifact Management: Ensure project artifacts are complete and accurate throughout all lifecycle phases, including program closeout.
  • Schedule Management: Develop and manage project schedules, coordinate with cross-functional teams, drive progress, address risks or delays, and escalate issues as needed.
  • Scope Management: Monitor and control project scope, escalating changes to the Director of Product Management for impact assessment and stakeholder consensus.
  • Issue Management: Track and resolve issues, using data-driven analysis to develop effective action plans.
  • Risk Management: Identify, analyze, and mitigate risks in collaboration with cross-functional teams.
  • Quality Management: Ensure compliance with the Technology Testing Process, including documentation review, test planning, execution, and reporting.
  • Communications Management: Provide regular updates through Status Reports, Stakeholder Reviews, and ad-hoc communications.
  • Release Management: Oversee cloud deployment processes in collaboration with IT Operations and Development teams.
  • Post-Production Support: Manage resources to address and resolve prioritized post-production bugs.
  • Change Management: Handle Change Requests throughout the SDLC.
  • JIRA & Backlog Management: Maintain Team Boards and JIRA spaces, aligning project backlogs with business needs.
  • Collaboration: Build strong relationships with team members, technology leaders, and stakeholders.
  • Process Improvement: Evaluate and improve internal processes, presenting recommendations to the Director of Product Management.
  • Cost Optimization: Support cloud cost optimization and other assigned initiatives.

Qualifications:

  • 3-5 years of technical experience in data-driven analysis, configuration, change management, and project management.
  • Experience with Agile methods, CI/CD pipeline, and AWS Cloud Certification is preferred.
  • Strong organizational skills, attention to detail, and ability to work independently.
  • Excellent communication, interpersonal, and presentation skills.
  • Ability to translate complex concepts between business and IT, create graphical representations of data, and pursue ongoing skill development.

Listed above is targeted salary range for a new hire into this role. Final compensation decisions will be based upon a candidate’s relevant skills and experience.
