The Position

Behavioral Health Manager (QAPI) is part of the Behavioral Health senior leadership team and is responsible for the overall direction and implementation of the Quality Program within Napa County HHSA Behavioral Health Division. Exercises oversight responsibility and administration for Quality Assurance, Utilization Review, Quality Improvement, Final Rule, and other managed care quality functions for the MHP and DMC-ODS. Monitors and evaluates the effectiveness of Behavioral Health service delivery methods and procedures, with a special focus on opportunities for maximizing behavioral health integration and achieving increased operational efficiencies. Works in collaboration with Quality Management to ensure regulatory and compliance issues are identified and addressed; participates in the implementation of corrective action plans; and promotes a culture of continuous quality improvement and regulatory compliance throughout the division.

  • Demonstrated professional success in the design and management of community mental health services
  • Proven track record of program planning and development, flexibility and the ability to perform independently under demanding time and fiscal constraints.

The eligibility list generated from this recruitment will be used to fill full-time permanent, part-time permanent, limited term, and extra help vacancies for up to twelve months.

Memorandum of Understanding (MOU) Agreed Salary Increases and Winter Time Off (WTO) :

3.5% COLA increase effective 7 / 1 / 2025

3.5% COLA increase effective 7 / 1 / 2026

32.0 hours of Winter Time Off (WTO)

POSITION REQUIREMENTS

Experience and Education : Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be :

Experience : Five years of increasingly responsible professional program experience in a behavioral health, social service, or human services program including three years of administrative and supervisory responsibility.

Education : A Master's degree in social work, clinical or counseling psychology, public administration, public health, human services or a related field is required.

License or Certificate :

  • Possession of a valid driver's license.
  • Possession of a valid license issued by the State of California as a Clinical Social Worker, Clinical Psychologist, Registered Nurse, or Marriage and Family Therapist is desirable.
  • THE RECRUITMENT PROCESS
