The Position

This is a departmental promotional opportunity . Only employees in permanent, allocated positions within the Information Technology Services Division of the County of Executive Office are eligible to be considered for this departmental promotional opportunity.

This Departmental Promotional recruitment is being conducted to fill one (1) full-time vacancy for the Senior Communications Systems Specialist for the Information Technology Services Division of the County Executive Office at Napa County. The eligibility list established by this recruitment may also be used to fill future full-time, part-time, limited term, and extra help vacancies for up to 12 months from the establishment date.

About the Position of Senior Communications Systems Specialist at ITS:

The Senior Communications Systems Specialist is a professional level classification is responsible for providing subject matter expertise in the field of voice over internet protocol (VoIP) communication network systems and network video monitoring systems (NVMS) systems or radio communication network systems and administration of networking policies. This classification will assist the Communications Manager in the design and development of new communications systems; to perform skilled work in the assembly, installation, testing, maintenance and repair of a wide variety communications, alarms, telephone data networking and electronic equipment; and to do related work as required.

  • Experience: Four years of journey experience performing network and systems support/analysis and the installation, maintenance, and repair of communications and electronic equipment, including experience in the following: phone based exchange (PBX) administration, voice over IP (VoIP), network video monitoring systems (NVMS), wired/wireless network infrastructure and operation of land mobile radio (LMR) equipment, or radio over IP (RoIP), data networking infrastructure and microwave networks comparable to a Communications Systems Specialist II in Napa County. Some lead supervisory experience is highly desirable.
  • Education: A bachelor’s degree from an accredited college or university with major coursework in electrical engineering, computer science, or a closely related field. Substitution: Additional related experience may be substituted for college on a year for year basis.
  • License or Certificate: Possession of a valid California Driver's License*; possession of a valid General Radiotelephone Operator’s License (GROL) issues by the Federal Communications Commission.
  • Highly Desired Certification: CCENT or CCNA, CompTIA, A , Com TIA Network , or an equivalent certification is desirable.
  • Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.

Recruitment Process

Applications will be screened for minimum qualifications by Friday, April 25, 2025. Those who meet the minimum qualifications will be invited for an Oral Exam (Panel Interview).

The Oral Exam (Panel Interviews) are tentatively scheduled to take place the week of April 28, 2025. Only the most qualified candidates from the interview process will be placed on the eligibility list.

The Napa County Human Resources Department reserves the right to make changes to the recruitment process at any time.

Disaster Service Workers

Napa County employees automatically become Disaster Service Workers. SALARY -

Salaries are based on a five-step range. Appointments are usually made at the beginning step with advances occurring at six months and the completion of each year thereafter. Salary rates are reviewed annually.
