What are the responsibilities and job description for the Contract Specialist position at National Gallery of Art?

The position is in the Office of Procurement and Contracts (APC). The purpose of this position is to provide for the pre-award and post-award functions for a variety of supply, service, architect and engineering, and construction contracts for all offices in the National Gallery of Art.

Qualifications:

Candidates must meet the Qualification Standards Handbook requirements for the GS-1102-11.

GS-11

Specialized experience is at least one year of experience, equivalent in responsibility to the GS-9 grade level in the Federal service, as a contract specialist.

  1. Knowledge of law, regulations and practices associated with procurement.
  2. Skill in formulating and negotiating a Government cost/price objective, and managing financial aspects of contracts.
  3. Ability to communicate with various stakeholders regarding projects and assignments.

Other Relevant Eligibility Criteria: Candidates must have completed a four-year course of study leading to a Bachelor’s degree in any field or at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

 "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration under merit promotion procedures.

Responsibilities:

As the Contract Specialist, you will:

  • Knowledge of commonly-used contracting methods and contract types relating to the performance of pre-award, post-award, and/or contract price/cost analysis functions when the contract actions are well defined.
  • Reviews the life cycle costing information, plans the negotiation strategy, coordinates strategy with the negotiations team and assists with, or leads the negotiations which are conducted with the offerors, to arrive at the best contractual arrangement for the Government.
  • Provides recommendations to the supervisor on potential methods of streamlining the procurement processes.  The specialist participates in the development of contracting policy when required, within APC or as a representative on special task groups outside of the Gallery.
