Duties
As a Lead Computer Scientist, you will :
- Serve as advisor and / or leader in the planning, organizing, and directing extensive development efforts to advance the state-of-the-art computing and bioinformatics systems and methodologies that provide researchers and scientists with the ability to analyze and interpret large amounts of data associated with research projects being conducted throughout the organization's research community.
- Provide expert advice and consultation to scientists and researchers on computer science and bioinformatics principles, concepts, and methods in facilitating the adoption of new systems and technologies that support a broad range of research and clinical protocols.
- Direct in-house efforts, make recommendations, and advise on establishing methods and procedures necessary to accomplish advanced studies for scientists and researchers engaged in complex systems development and in fully utilizing the capabilities of new technologies in the bioinformatics field, which may include the analysis and interpretation of microarray and sequencing data.
- Evaluate technological trends and establish promising approaches for achieving significant advancements in computing systems specifically designed to solve highly challenging biomedical research problems.
- Serve as a technical consultant for senior technical specialists and scientists in the areas of scientific computing and associated automation technology.
- Design and conduct tests of software function and performance in the areas of graphics, genomic information processing, and distributed file systems.
- Manage a team of software engineers or project managers to provide direction of the unified project to ensure that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.
- Coach the team in the selection and application of appropriate problem solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team and / or individual members in identifying the parameters of a viable solution.

In order to qualify for a Computer Scientist, GS-1550 position, you must have :
In addition, in order to qualify for a Lead Computer Scientist, GS-1550 position at the GS-14 level, you must have one (1) year of specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks : 1.) designing algorithms and systems for analyzing large-scale datasets (i.e., exceeding a million rows) using advanced predictive analytics and AI / ML techniques; 2.) leading heterogeneous data integrations from disparate systems / computer servers / shared drives by implementing cloud technologies (e.g., Google Cloud Platform (GCP), Amazon Web Services (AWS)); 3.) developing database architectures for large-scale data handling, focusing on efficient data processing and storage (e.g., tables, functions, triggers); 4.) performing the full system life cycle : (1) project planning, (2) requirements analysis, (3) design / prototyping, (4) software development, (5) testing / quality assurance, (6) implementation / integration, and (7) operations / maintenance; 5.) developing desktop / web-based applications using programming languages (e.g., Java, C ); and 6.) performing project management functions (e.g., defining project goals, developing schedules) to oversee software / application projects.
