Summary

This position is located in the U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC), Natural Resource Conservation Service (NRCS), Management & Strategy Deputy Area, Technical Training & Development Division.

The incumbent provides support to the training delivery staff in the planning functions for national conferences, meetings, and training events.

Duties

  • Coordinates with staff on needed tools, activities, and programs such as specific training materials, assessments, cost of events, enrollment, AgLearn, and communications.
  • Prepares cost comparisons for meeting approval process, tracking the meeting approvals, tracking budget costs for all events, managing enrollments in AgLearn, and communicating with instructors and participants.
  • Coordinates with training technicians and other administrative staff to ensure equipment, supplies, and course / meeting material are ready for each course / meeting.
  • Provides technical expertise on applying state-of-the-art techniques for execution of national meetings or training events e.g. teleconferencing, computer and web-based tools., etc.
  • Coordinates and maintains the NRCS technical training schedule and keeping staff and customers informed of any changes that occur to the schedule.

    TIME-IN-GRADE REQUIREMENTS : Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

  • One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level.
  • One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.

    MINIMUM QUALIFICATIONS : To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and / or education for the respective grade level in which you are applying :

    GS-11

    Specialized Experience : You must have at least One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-09 grade level in the Federal service, performing the following duties :

  • Establishing and maintain tracking records and files;
  • Assisting with procuring supplies, equipment, and services for an organization;
  • Assisting with making travel arrangements for staff;
  • Communicating information to staff through periodic meetings and / or trainings; and
  • Attending and / or monitoring courses / meeting events during delivery, ensuring all administrative needs are met.

    Education : Possess a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. (You MUST submit supporting academic transcripts.)

    Combination of Education and Experience : Combination of the above-described education and specialized experience such that they total 100% when combined. To determine your combination, first compute your experience as a percentage of the experience listed above; then determine your education as a percentage of the education listed above; then add the two percentages. The total percentages must equal at least 100 percent. (Only graduate level education in excess of two years (36 semester hours) may be combined with specialized experience. You MUST submit supporting academic transcripts.)

    Specialized Experience : You must have at least One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-11 grade level in the Federal service, performing the following duties :

  • Coordinating and maintaining the technical training schedule;
  • Surveying the effectiveness of the training conducted to obtain feedback from customers;
  • Preparing cost comparisons, tracking meeting approvals, and budgeting costs for all events;
  • Managing an enterprise-wide learning management system, such as AgLearn, to maintain the online course schedule; and
  • Providing technical and administrative assistance to training officers, conservation partners, and other external customers.
