Summary You will serve as a MANAGEMENT & PROGRAM ANALYSIS OFFICER in the Maritime Headquarters of BUREAU OF MEDICINE AND SURGERY. Responsibilities You will serve as the Deputy Director, Logistics, Supply and Support (N4B), senior leader who manages daily operations of a single digit code as the principal assistant and advisor on management and program initiatives under the Director of BUMED N4. You will serve as the principal advisor on all matters pertaining to policy and operations related to readiness, medical military construction, master planning, environmental and healthcare facilities programs. You will identify and analyze specific requirements for money, manpower, material, facilities, and services needed to support Navy Medicine. You will implement code-specific policy decisions and review all correspondence for policy implications and for thorough, complete staff work. You will provide current evaluation of immediate and future impact on operations advising leadership on issues involving conflicts between policies, procedures, conflicting technology, program objectives and DON / DOD strategic objectives. You will direct and coordinate Navy Medicine policy and prioritize medical logistic support systems, contractual agreements, and technologies. You will ensure unit deployment program support for personnel gear, combat equipment requirements and facility planning. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following : Experience interfacing with various agencies and activities on code-specific issues and policies (i.e. Army, Air Force, Marine Corps, and Assistant Secretary of Defense for Health Affairs (ASD(HA), BUMED Directors and Deputy Directors, OPNAV N093, and Defense Health Agency staffs, and others as appropriate). Experience advising senior leadership in the management and analysis of medical logistics policies, procedures, and systems (i.e. including their organization, structure, and interdependencies for management and integration of the programs). Experience establishing and implementing Headquarter level metrics to evaluate the effectiveness of Fleet support and logistics programs. Experience supervising work performed by active-duty officers and enlisted personnel, civil service employees and contract personnel (e.g. work planning and organization, development of program goals and objectives, establishment of work schedules / staff resource planning, work assignment and review, establishment of operating procedures, and resolution of technical problems). Experience facilitating cross level and multifunctional teams to achieve the mission objectives set by the BUMED / Surgeon General (Bureau of Medicine and Surgery).
