Navanti anticipates supporting a project under the German Agency for International Cooperation (Deutsche Gesellschaft für Internationale Zusammenarbeit - GIZ) focused on strengthening municipal governance in Libya. The project's main target groups are various national-level Libyan institutions and ministries, municipalities across Libya, and civil society actors. The team will work to strengthen institutions, promote inclusive policies and policymaking, and enhance efficient service delivery at both national and municipal levels.
Navanti is seeking an experienced International Team Leader to oversee advisory packages, manage project teams, and coordinate communication with GIZ, partners, and stakeholders. The ideal candidate will have extensive leadership experience, strong regional expertise in the Middle East and North Africa, and a proven background in development cooperation projects.
This role requires a results-oriented leader with strong project management skills, the ability to navigate complex stakeholder environments, and a deep understanding of capacity-building strategies.
Tasks:
- Lead the overall management and quality assurance of advisory packages, ensuring timely delivery and compliance with project requirements
- Coordinate communication with GIZ, local partners, and other stakeholders to maintain alignment with project goals
- Manage personnel, including planning, steering, and supporting local and international short-term experts
- Design, implement, and oversee monitoring and evaluation of capacity development measures for local partners
- Integrate gender and other cross-cutting themes into programming
- Oversee administrative compliance, ensuring financial planning and management, accurate reporting and timely invoicing
- Regularly report on project progress in accordance with set deadlines
- Support evaluation and adaptation of project strategy
Qualifications:
- Education/Training: Masters degree (or equivalent) in Economics, Public Administration, Political Science, International Development, Business Administration or Civil Engineering.
- Language: C2-level proficiency in Arabic (spoken and written), C1-level proficiency in English
- General Professional Experience: Minimum of 8 years of professional experience in government reform and public sector development
- Specific Professional Experience: At least 4 years of experience in project management
- Leadership/Management Experience: 4 years in a management or team leadership role within project-based environments with responsibility for 4 people
- Regional Experience: 6 years of relevant work experience in Western Asia, Middle East, or North Africa; experience in/on Libya preferred
- Development Cooperation Experience: Minimum of 3 years of experience working on development cooperation projects
