The Mission of the Department of Public Instruction :
The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the state's public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.
The North Carolina Department of Public Instruction is seeking applicants for a Section Chief (Classification : Business Systems Analyst Supervisor) for the Data and Program Analysis Section in the Office of School Nutrition.
The Office of School Nutrition (OSN) provides leadership and direction for the infrastructure that supports the school-based Federal food assistance programs administered by the North Carolina Department of Public Instruction (NCDPI). Such leadership, direction, and accountability are mandated by Federal regulations, policy and guidance, State General Statutes, policies of the State Board of Education and directives and procedures established through the Office of the Superintendent of Public Instruction.
The primary purpose of these organizational units is the efficient, effective, accountable and timely operation of the School Nutrition programs throughout the State’s Public School Units (PSUs) and in other eligible sub-recipient organizations where students participate in an educational program recognized by the State. These food assistance programs, and the services provided through them, ultimately contribute to students’ health, well-being, academic and future success.
The OSN oversees seven (7) Federally assisted School Nutrition Programs and several non-discretionary Federal grants in public, non-public, residential and Federal schools as well as non-profit and private sub-recipient agencies and institutions. The OSN manages the largest federally assisted program in the NCDPI and oversees over $900 Million in Federal, State and local funds annually. The OSN is responsible for Statewide technical assistance, on-site training and consultation, monitoring and compliance, professional development and continuous program improvements for all sub-recipient agencies. The work of the OSN is accomplished in accordance with Federal and State legislation that directs the administration and operation of the statewide programs, initiatives and related services that support local School Nutrition units.
Primary Purpose of the Position :
The primary purpose of the Section Chief, Data and Program Analysis Section, is the leadership and direction of the staff, programs, projects, content areas and resources within the section. This position will oversee the day-to-day operations of the section and manage the School Nutrition Technology System (SNTS) used throughout the Office of School Nutrition and the state for administration of all the Federally assisted School Nutrition programs. The SNTS serves as the data repository and helps ensure efficiency, effectiveness, accountability and overall program integrity within the OSN, in the manner required in Federal and State regulations and policies of the State Board of Education.
The Section Chief serves as a member of the School Nutrition Leadership Team and represents the priorities, personnel and perspectives of this unit for planning, management and strategic purposes. Key administrative duties include oversight of the School Nutrition Technology System (SNTS), human resource management, business, program, project and content area oversight, program implementation, data collection, analysis and reporting, accountability, professional and continuing education and other duties as assigned by the Senior Director.
Minimum Requirements :
- Demonstrated knowledge of the School Nutrition Technology System used in the Office of School Nutrition.
- Demonstrated experience in data collection, analytics and / or the use of evidence-based program assessment, planning, implementation and / or accountability.
- Demonstrated experience in business systems analytical processes, theories, rules and regulations and / or how they apply to technology functions of the SNTS.
- Demonstrated experience approving work findings and / or written reports.
- Demonstrated experience in program and data management and / or evaluation.
Bachelor’s degree in accounting, business, finance, or other discipline related to the area of assignment from appropriately accredited institution and four years of progressive experience, of which at least two are supervisory or involved significant experience as a project leader in the area of assignment; or equivalent combination of education and experience.
