Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Key Responsibilities
Bachelor's degree or equivalent training and experience, plus a minimum of 11 years of related and progressively responsible experience. Is familiar with current spectrum management, satellite, voice, video teleconference, data communications, and/or cybersecurity policies and practices. Working knowledge of the NNSA mission, NA-IM/20/40/80 support, communications, and information technology systems (including GMCP and ECN), broad knowledge of industry standards associated with documentation, emergency response, and mission support desired. Project Management Institute (PMI) Certification or experience desired. Technical writing and documentation experience desired. Establishes and manages small IPTs (<10 people). Maintains and effectively leads the IPT. Establishes trust among IPT members. Builds and uses cross-functional relationships to accomplish tasks. Able to communicate with all types of people in a tactful, professional, and effective manner while screening and maintaining confidentiality. Achieves customer satisfaction. Seeks advice from more senior managers. Able to remember extensive policies, procedures, terminology, schedules, personnel, and other details. Able to deal with pressure of handling multiple tasks, complaints, frequent interruptions, and time constraints. Knowledge of Microsoft products. Knowledge of basic math, grammar, spelling, and punctuation. Excellent oral and written communication skills. Work schedule for this position will either be 4/10s, 9/80, or 5/8s (per management discretion). Must be willing to perform on-call duty and ensure availability to work non-standard hours. Participates in after-hours support pool. Requirements include evening and weekend availability. Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing. Must possess a valid driver’s license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 , “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is: $124,238.40 - $198,785.60.

Key Responsibilities
- Oversees the engineering, authorizing, and allocating of over 4000 frequencies within the overall electromagnetic spectrum as program manager of the DOE/NNSA Radio Frequency Spectrum Management Program.
- Provides management and technical leadership to a group of spectrum managers and emergency response communications experts which support nuclear emergency response programs and efforts to innovate on behalf of those programs.
- Directly interfaces with the GMCP Division Director, department managers, program managers, project managers, project teams and subject matter experts (SME) across the enterprise to promote effective project initiation and planning, risk management, project execution, and the development of lessons learned.
- Leads project teams in scope of work development, work breakdown structure and dictionary development, resource loaded schedule development, risk analysis, and cost estimate development leading to the establishment of project baselines.
- Assists mission programs in developing and maintaining formal customer contact, negotiating schedules and milestones, coordinating the participation of responsible entities, stakeholder communications, and developing and monitoring detailed budgets and schedules to assure project objectives and schedules are met, and work is performed within budget and to required quality levels.
- During project execution phases, leads project teams in applying earned value management techniques, monitoring and reporting project performance, and developing variance analysis with recovery method identification.
- Promotes project management best practices and coaches project team members in applying the necessary skills, knowledge, and abilities that promote project success and continuous improvement.
- Participates in the Deployment Authorization Program (DAP) for emergency response and temporary duty location (TDY) for non-emergency response travel.
- Serves as an emergency responder as job dictates.
- Supports national emergency response groups’ emergency response drills, exercises and real-world events through on-call availability and travel via commercial and military aircraft when required.
- Travels as part of an installation or restoration team when directed and participates as a deployed member of national emergency response groups when required.
