The Nicotine Use Prevention and Control (NUPAC) Program is a program within the New Mexico Department of Health (NMDOH) that serves to provide education, prevention, and cessation services on nicotine and commercial tobacco use. NUPAC is housed within the Population & Community Health Bureau (PCHB). PCHB advances the health of New Mexicans through a variety of programs and initiatives that address chronic disease prevention and management, oral health, increasing access to healthcare services through provider recruitment and retention and of clinical providers, supporting Community Health Workers/Community Health Representatives and by enhancing the delivery of clinical and behavioral services through School-Based Health Centers. The New Mexico Department of Health advances health equity by working with partners to promote health and well-being and improve health outcomes for all people in New Mexico.
Why does the job exist?
This position seeks to reduce nicotine and commercial tobacco use burden in New Mexico among populations and communities who experience greater adverse outcomes from such use.
How does it get done?
Key responsibilities of this position include education and outreach to communities, community organizations, state agency programs, health councils, and other interested stakeholders across New Mexico; provide support to the southeast region of New Mexico and other regions, as needed; using evidence-based programs and initiatives to advance health equity; promoting and communicating NUPAC and NMDOH's initiatives; developing and negotiating scopes of work for contracts supporting efforts of the program; monitoring and providing oversight of contracted activities to ensure deliverables are completed within the timeline specified; providing technical assistance and support to contractors and stakeholders to enhance implementation of programs and services.
Who are the customers?
All New Mexico residents, community coalitions, health councils, program contractors and partners, public health professionals, health care professionals, community organizations, stakeholders, and other state agencies.
Ideal Candidate
- Bachelor's degree in health education, Community Health, Public Health, or other health-related field of study. Master's degree a plus.
- Experience in and knowledge of public health principles and approaches.
- Moderate to advance writing skills for a variety of audiences. Experience in grant writing a plus.
- Moderate to advanced public speaking skills; advance writing skills for a variety of audiences.
- Experience working towards achieving health equity in priority populations, including tribal communities.
Minimum Qualification
Bachelor's degree in Public Health or Education and two (2) years of experience in a health related field. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/VIdeo Display Terminal (VDT) and extensive computer and phone usage. Some travel will be required.
