Duties Description The Project Manager 1 in DQI will assist the Project Manager 2s and 3 and / or DQI management and Leadership as applicable with project management related responsibilities. The Project Manager 1 should be comfortable communicating with all levels of DQI staff; be flexible and comfortable working in a fast- paced environment where priorities and approaches may change; and be intellectually curious and willing to learn new subject matter related to project management, portfolio management, compliance and quality improvement. Excellent organizational, verbal and written communication, analytical abilities; research; and computer skills. Primary duties and responsibilities include but are not limited to the following :

  • Assist the Project Manager 2 and 3 and DQI Leadership in development, implementation, monitoring, and reporting for DQI's Project Management Office and DQI's project portfolio.
  • Assist in the development or use existing project management plans and documents to assist in the coordination and support of activities of project teams.
  • Participate in reviewing project proposals or plans to help define scope statements and document project requirements.
  • Assist in determining project start and end dates and establish critical milestones within the project schedule.
  • Record and report on progress and update project documents; record quality metrics; compile reports and update on status of activities.
  • Interact with stakeholders and coordinate project team activities including scheduling meetings and addressing meeting summaries, action items and other needed documentation.
  • Assist to design, develop and or refine templates and documents to support project management.
  • Assist to organize and maintain project management library, tools repository, DQI SharePoint and Teams sites and other related activities as needed.
  • Use all DQI and OPWDD related electronic applications such as Outlook, Excel, Access, Project, SharePoint, Teams, IRMA and DQIA as needed and applicable.
  • Learn and apply knowledge of DQI's operations and the various functions and responsibilities of DQI to effectively address project assignments. DQI operations and functions include but is not limited to : Incident Management, Mortality Review, Program Certification, Continuous Quality Improvement Unit functions, etc.
  • Engage in learning all phases of project management and take training courses as needed and available.
  • Other duties as assigned.

Minimum Qualifications NON-COMPETITIVE MINIMUM QUALIFICATIONS : Project Manager 1 : A bachelor's degree AND two years of professional experience in project management which must include planning and at least three other of the management process groups : origination (including governance / work intake, portfolio management, capacity / demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans; OR2. A master's degree AND one year of professional experience in project management as described above; OR3. A bachelor's degree and current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM); OR4. A bachelor's degree and current certification from the Project Management Institute as a Project Management Professional (PMP). Project Manager Trainee 2 : Either 1. One year of professional experience in project management which must include planning and at least three other of the management process groups : origination (including governance / work intake, portfolio management, capacity / demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans; OR2. A master's or higher degree OR3. current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM); OR4. current certification from the Project Management Institute as a Project Management Professional (PMP). Project Manager Trainee 1 : A bachelor's or higher degree. COMPETITIVE MINIMUM QUALIFICATIONS : Candidates must be reachable for appointment on the current Civil Service Eligible List or the Professional Career Opportunities (PCO) Eligible List for this title. REASSIGNMENT QUALIFICATIONS : Current Office for People with Developmental Disabilities employees with one year of permanent, contingent permanent, or 55 B / C service as a Project Manager 1. If you have less than one year, you must be currently reachable on the eligible list. TRANSFER QUALIFICATIONS : Candidates must have one year of permanent competitive or 55-b / c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 52.6, or 70.4 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.   • Possess the minimum qualifications for this title as established by the Department of Civil Service and listed on the most recent exam announcement.

  • Have a current Eligibility Letter from the NYS Department of Civil Service, www.cs.ny.gov / rp55 / , and be able to provide it to the Human Resources Office upon request. The position may be filled at the Project Manager Trainee 1 level equated to SG-14, ($52,198), Project Manager Trainee 2 level equated to SG-16 ($58,247) or full performance Project Manager 1 SG-18 ($65,001), based on education and experience. Candidates hired at the trainee level will be advanced to the full performance Project Manager 1 SG-18 following the successful completion of the traineeship.

  • NYS HELPSThis title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non- competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.
