The Research Foundation for Mental Hygiene is seeking a Human Resources Professional to fill a full-time position of Human Resources Specialist within the New York State Human Resources Department at the NYS OMH New York State Psychiatric Institute (NYSPI). The HR Specialist will serve as the health benefits administrator and facilitate recruitment/operations activities.

Duties and Responsibilities:

  • Submit NYBEAS transactions for enrollment in or changes to employee medical, dental, and/or vision insurance, including addition and deletion of dependents.
  • Answer inquiries from enrollees and others seeking guidance about their health, prescription drug, dental, vision, workers compensation, life insurance, or income protection benefits.
  • Respond to facility inquiries regarding the proper application of, suspension or waiver of various rules, eligibility questions about benefits, etc.
  • File C-2 forms to initiate Workers' Compensation claims on behalf of employees who report a workplace incident and are seeking medical treatment and/or are absent from work as a result.
  • File C-11 and C-256 forms, as needed, to report periods of absence related to workplace incidents, as well as wages paid during these absences.
  • Assess and manage Workers' Compensation claims to track employee benefit use, ensure sufficient medical documentation is submitted, and provide guidance on employer rights and responsibilities.
  • Confer with NY State Insurance Fund regarding employee Workers' Compensation claims to ensure employees are compliant with state laws and policies, and to obtain more information on adjudication of claims to determine appropriate employer response.
  • Track and manage personal sick leaves and ensure sufficient medical documentation is submitted.
  • Assess FMLA requests and advise employees on the parameters of FMLA leave.
  • Assess periods of military leave and advise employees on the documentation requirements and parameters of military leave.
  • Assess periods of maternity and/or childcare leave and advise employees on the documentation requirements and parameters of maternity and/or childcare leave.
  • Advises employees and their organizational representatives, and managers from State agencies concerning application of the benefit articles contained in union agreements covering State employees.
  • Review certificates of insurance and other informational materials to resolve misunderstandings of the provisions in benefit plans.
  • Serve as expert on leave benefits for NYSPI.
  • Advise employees on retirement process and post-employment benefits.
  • Manage outside employment applications.
  • Conduct hiring activities including but not limited to on-boarding of new and promoted employees, processing, orientation, requesting Civil Service Eligible Lists, and requesting job postings.
  • Ensures all preemployment requirements are completed for all employees being on-boarded such as screening through Staff Exclusion List, conducting criminal background checks, references check, credentialing and licensing reviews, verifying medical clearance through Infection Control, screening through the Statewide Central Register of Child Abuse and Maltreatment (SCR), conducting degree verifications, and when applicable, scheduling physical/medical screening through Employee Health Service
  • Assist with interview scheduling by contacting eligible lists candidates as well as job posting candidates, drafts, and issues interview letters, provides hiring manager with interview schedule, ensures all necessary applications are completed and submitted from the candidates and ensures all post-interview documentation is received from interviewers in a timely manner.
  • Provide a high level of assistance to employees and supervisors.
  • Supervision of clerical staff

Minimum Qualifications:

  • Bachelor's Degree and (3) years of experience in Human Resources administration.

Preferred Qualifications:

  • Prior experience of at least one (1) year working with Benefits Administration, Attendance and Leave Administration, FMLA and employee recruitment, on-boarding, and off-boarding.
