Company Profile :

Newport News Nuclear BWXT Los Alamos (N3B) manages the 10-year, $2.1 billion Los Alamos Legacy Cleanup Contract for the U.S. Department of Energy, Office of Environmental Management, Los Alamos Field Office.

N3B is a limited liability company owned by HII Nuclear Inc. and BWX Technologies, joined by our critical subcontractors Longenecker and Associates and Tech2 Solutions.

N3B brings operational discipline, proven approaches and predictable results to the Los Alamos Legacy Cleanup Contract.

Position Location :

This position is located in Los Alamos, New Mexico.

Position Summary :

Oversees the planning, execution, and monitoring of environmental cleanup projects at contaminated sites, ensuring compliance with regulations by developing and implementing remediation strategies, managing budgets, coordinating with stakeholders, and overseeing technical teams to effectively remediate contaminated soil, groundwater, and air to restore a site to safe conditions.

Provides exemplary leadership and management accountability through the alignment and execution of goals and objectives, to ensure successful and efficient implementation and reporting of scope, schedule, cost baseline and performance of the contract activities. Assures that Safety, Environmental Management, Security, and Quality requirements are integrated into all work processes and work is performed safely and in compliance with all Federal, State, and local laws and regulations, Executive Orders, DOE Orders. Key Responsibilities (may include but not limited to) :

Project Planning and Development :

  • Conduct site assessments and environmental investigations to identify contaminants and assess the extent of contamination.
  • Develop comprehensive remediation plans, including project timelines, budgets, and work scopes, aligned with regulatory requirements.
  • Evaluate and select appropriate remediation technologies based on site conditions and contaminant types.
  • Obtain necessary permits and approvals from regulatory agencies.

Project Execution and Oversight :

  • Manage project teams, including technical staff, contractors, and subcontractors, to ensure project goals are met. Provide leadership, direction, and management of the Environmental Remediation personnel
  • Demonstrate success developing, monitoring, and managing the operational work that involves high levels of collaboration and effectively managing risk.
  • Monitor remediation activities on-site, including data collection, quality control, and compliance with safety protocols.
  • Address technical challenges and implement corrective actions as needed.
  • Coordinate with stakeholders, including property owners, community members, and regulatory agencies, to communicate project progress and address concerns.
  • Analyze operations and evaluate performance in meeting objectives or to determine areas of potential cost reduction, increase productivity, program improvement, or policy change
  • Use logic and reasoning to identify the strengths and weaknesses and offer alternative solutions, conclusions or approaches to the challenges of environmental remediation activities
  • Ability to hold managers accountable for coordinating actions to assure consistency in requirements, compatibility of program plans, schedules, and activities.
  • Ensure efficiency in the use of resources to satisfy mission expectations
  • Demonstrate a high-level understanding of business-related functions such as IT, HR, Finance, etc.
  • Budget and Financial Management :

  • Develop and manage project budgets, tracking expenditures and ensuring cost-effective remediation strategies.
  • Analyze project financials, identify cost-saving opportunities, and report on budget variances
  • Regulatory Compliance :

  • Stay updated on relevant environmental regulations and ensure all remediation activities comply with local, state, and federal standards.
  • Prepare and submit required regulatory reports and documentation.
  • Interface with regulators to ensure implementation environmental cleanup mission objectives
  • Apply comprehensive knowledge to assure compliance with all DOE requirements, and regulatory commitments or other notices of direction from DOE and / or regulatory agencies
  • Reporting and Communication :

  • Generate regular reports to stakeholders detailing project status, findings, and compliance with regulations.
  • Communicate effectively with internal and external teams, including presentations and technical discussions.
  • Minimum Qualifications (Knowledge, Skills, Abilities) :

  • Extensive knowledge of principles, concepts and techniques in Environmental Remediation including protection of water resources and soil remediation.
  • Experience using proven methodologies to provide effective leadership, and management of Environmental Remediation personnel
  • Experience integrating and improving organizational culture to ensure that work activities are appropriately scoped, analyzed for hazards, comprehensively planned to eliminate or mitigate those hazards; and effectively performed safely and correctly by trained employees
  • Proven ability to have major impact on organizational success and productivity, with extensive latitude for independent judgment.
  • Excellent interpersonal, presentation, and public speaking skills, both practiced and impromptu, with a demonstrated ability to convey information and represent the organization to customers, the public, government, and other external sources as necessary to effectively communicate progress, and issues and mitigations
  • Comprehensive knowledge and ability to assure compliance with all DOE requirements, and regulatory commitments reflected in the Resource Conservation and Recovery Act (RCRA) permit and closure plans, settlement agreements, administrative consent orders, consent decrees, notice of violation(s), Memoranda of Agreements or other notices of direction from DOE and / or regulatory agencies
  • Working knowledge of EPA, DOE and state environmental regulations related to cleanup activities including but not limited to RCRA, CAA, CWA, TSCA, OSHA
  • Education and Experience Required :

    Bachelor’s degree in a technical discipline combined 23 years’ experience; experience should include a minimum 10 years in management responsibilities. 15 years of Environmental Remediation, Environmental Cleanup and / or Decontamination, Decommissioning, and Demolition experience wherein the knowledge, skills and abilities to perform the position’s duties and responsibilities have been adequately demonstrated.

    Working Conditions and Physical Requirements :

    Medium work involves lifting no more than 50 pounds at a time with frequent lifting or carrying of objects weighing up to 25 pounds. If someone can do medium work, we determine that he or she can also do sedentary and light work.

    Safety, Security, and Quality

    While working to achieve N3B LLCC objectives, the Environmental Remediation Program Manager will ensure all activities and operations are performed in a safe and deliberate manner to include protecting the confidentiality and integrity of Personally Identifiable Information (PII). This role will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety, security and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security. Ability to obtain an L level Department of Energy security clearance.
