Site Acquisition Manager I (SAM I)
Job Summary
The Site Acquisition Manager I (SAM I) is responsible for overseeing all entitlement requirements of telecommunications equipment deployment for assigned sites. This role serves as the leader and decision-maker for entitlement and pre-construction scopes of work. The SAM I supports forecasting, quality control, and project site development activities. This position contributes to the site acquisition team’s timely execution of real estate, design, zoning, permitting, and compliance tasks. The SAM I will support senior site acquisition managers and service providers while developing the skills to manage more complex tasks and projects.
Job Responsibilities
- Forecasting & Reporting
- Maintain and update forecasts within applicable project databases.
- Lead weekly deployment calls with service providers and site acquisition teams to track site statuses, identify issues, and establish action plans.
- Provide detailed project status updates to customers and project management teams.
Site Acquisition Activities
- Determine entitlement requirements, including due diligence, zoning, permitting, and regulatory limitations.
- Coordinate site design visits and technical team activities.
- Facilitate leasing or landlord consent activities, such as:
- Preparing collocation applications and lease/license agreements.
- Negotiating amendments and landlord consents.
- Validating utility and access easements.
- Oversee zoning and permitting activities, including preparing and submitting applications, scheduling jurisdictional meetings, and obtaining approvals.
- Manage engineering deliverables, including structural analysis, antenna mount analysis, and construction drawings.
- Obtain necessary regulatory approvals (e.g., NEPA, SHPO, Phase 1).
- Ensure all deliverables are uploaded and maintained in the applicable database.
- Support handoff to construction teams and provide assistance during the build phase.
Resource & Project Management
- Support site acquisition service providers and coordinate with cross-functional teams, including RF, construction, implementation, and transport.
- Identify out-of-scope activities, secure approvals, and manage risks.
- Monitor service provider performance and drive improvements to meet project timelines.
- Maintain records of all site acquisition documentation and ensure quality control.
- Resolve and troubleshoot issues encountered by service providers.
- Maintain positive relationships with customers, municipalities, landlords, and other stakeholders.

- Experience with mapping tools like Google Earth and Antenna Structure Registry (ASR).
- Familiarity with databases of record required by carriers.
