The Organization POWER’s mission is to help women reclaim their lives from addiction and related emotional health issues and improve the well-being of future generations. As the region’s leading provider of gender-responsive, trauma-informed drug and alcohol treatment services, POWER (PA Organization for Women in Early Recovery) helps women build a strong foundation to sustain their recovery. POWER provides a continuum of care designed to address a woman’s total wellness, including her physical and mental health. In 1991, POWER opened Allegheny County’s first halfway house specifically for women. Since then, the organization has expanded to include detox, rehab, outpatient and community-based services to support and mentor women in recovery. Through numerous partnerships and collaborations, POWER has enhanced its ability to provide quality care and services and helped to build a stronger safety net for women in Allegheny County with complex needs. POWER offers a full range of gender-responsive, trauma-informed treatment and support services just for women. We believe that empowering women leads to healthy families and strong communities. Research shows that a woman is most successful with her recovery when the care she receives is holistic, strengths-based, and addresses issues like trauma, parenting and childcare, relationships, health and wellness, education, employment, and housing. POWER’s programs cover a complete range of care : POWER Line : POWER’s Central Intake department is an Allegheny County Certified Assessment Center providing confidential screening, assessment, and referral to treatment.  POWER Restore : A 21-bed detox and rehab program, opening soon in Wilkinsburg.  POWER House : A 26-bed residential treatment facility in Swissvale that provides halfway house treatment services including individual and group therapy, life skills training, connection to recovery support programs, health and wellness activities, medication management, and individual treatment plans to develop strategies for long-term recovery. POWER New Day : Provides outpatient therapy in a safe and healing environment to help women to move forward towards personal wellness and recovery goals. POWER Connection : Peer-based recovery support services to men and women in Allegheny County who are coping with a substance use disorder. To further its mission and transform the way women access substance use treatment and recovery support services in the region, POWER is creating the POWER Campus . With the successful completion of a $14 million capital campaign, POWER is renovating a building located on the same grounds as its POWER House residential treatment facility in Swissvale. The POWER Campus will serve as a resource, not only for addiction treatment, but also prevention. The Campus will host community programs to raise awareness of addiction-related issues, encouraging families to build new networks of support. Family and community members will also be able to use the services provided by our partners, such as childcare, support groups, and wellness activities, further solidifying the beneficial partnerships POWER has forged with our neighboring community. For more information, please visit : https : / / power-recovery.com / The Opportunity POWER seeks a mission-focused, strategic, and collaborative Chief Financial Officer (CFO) who will lead fiscal management and operations within the organization. The new Chief Financial Officer will be a dynamic leader with a proven ability to manage people and processes in a collaborative, compassionate environment. Responsible for overseeing financial, contractual, facilities, and IT operations, the CFO will work with a dedicated Senior Leadership team as well as POWER’s Board Treasurer and Finance Committee to develop and implement an annual budget and monitor progress against financial management goals, including long-range strategic goals that put the clients served by POWER first. The CFO is primarily responsible for the following : Financial Management & Operations Manage day-to-day operations to ensure accurate and timely processing of financial transactions and financial reporting, and alignment with accounting standards. Develop, monitor, and revise agency budget; and work closely with the CEO and Management Team to oversee annual budgets and prepare forecasts. Direct and oversee the finance department of POWER, including internal fiscal controls, accounts payable, and accounts receivable and all billing activities. Ensure proper functioning of all systems, databases, and financial software. Ensure regular maintenance and backup of all accounting systems and supervise company financial staff. Generate monthly financial reports, including trend and exception reports, for the CEO, Treasurer and Board. Provide accurate and insightful information regarding the financial status and health of POWER. Analyze revenue and debt and provide recommendations and potential solutions. Manage and supervise accounting, audit, internal control functions, and accounts payable and receivable; and ensure accurate reconciliation of all accounts and expenses in compliance with all contracts, grants, and contributions. Manage payroll process and oversee work of payroll vendor. Work with staff and external auditors to complete annual audit, Form 990, and other required tax filings; and comply with federal and state filing requirements. Explore new investment opportunities and provide recommendations on potential returns and risks. Remain current on audit best practices as well as state, federal and local laws regarding the organization’s financial operations. Serve as a key point of contact for external auditors. Manage preparation and support of all external audits. Strategy & Development Assess and evaluate financial performance of the organization with regards to long-term operational goals, budgets, and forecasts. Provide insight and recommendations to both short-term and long-term growth plan of the organization. Identify, acquire, and implement systems and software to provide critical financial and operational information. Evaluate departments and make suggestions for automating processes and increasing working efficiency. Communicate, engage, and interact with Board of Directors, CEO, and senior leadership. Create and establish yearly financial objectives that align with POWER’s strategic plan. Work collaboratively with departments to establish program budgets and strategic plans, any new initiatives, and recommendations. Develop budgets for funding proposals, monitor and report budget versus actual and variance statements to Program / Department Managers, Development staff and the CEO, and oversee preparation of final financial reports in accordance with funder guidelines. Review all monetary contributions to POWER and manage processing and reconciliation of contributions, working closely with the Development Department to ensure consistency, accuracy and compliance. Implement policies, procedures, and processes as deemed appropriate by the Board or senior leadership. Facilities, IT & Supervision Oversee facilities management making sure facilities are safe, clean, and adequately equipped, and in good repair, and ensuring compliance with regulatory requirements. Supervise Controller, Fiscal Manager, and Facilities Manager; and serve as liaison to contracted IT consultant / vendor. Work with IT professionals and other consultants to ensure up-to-date technology and equipment that facilitates day-to-day operations. Evaluate and manage insurance needs (e.g., property, liability, workers compensation, etc.) Monitor and analyze information and works with clinical staff to ensure accuracy of data. Serve on the Safety Committee. The Candidate The successful candidate will be a systems-oriented professional operating with advanced financial knowledge of the nonprofit landscape, complete with multiple funding streams that rely on a close relationship with county, state, and federal sources. The CFO will serve with utmost integrity and transparency, ensuring a healthy financial environment that allows POWER to grow into its new campus. All candidates should have exceptional and proven nonprofit finance, accounting, and relationship management experience , as well as possess a combination of the following skills and attributes : Passion for and commitment to POWER’s mission and vision. Educational background and work experience aligned with the requirements of the position.   Extensive knowledge and understanding of GAAP, IFRS and SEC reporting. Previous experience managing diverse revenue streams, preferably in a nonprofit organization. Outstanding interpersonal and communication skills. Capable of presenting financial information and responding to questions from all levels of the organization, board members, auditors, and others. Adept at building effective teams and motivating others. Working style that is transparent, encouraging, and collaborative. Values an inclusive work environment and can demonstrate cultural competence. Model and support clients and staff in health and wellness activities and with using healthy coping skills. Understand and support a trauma informed system of care. Excellent analytical, reasoning, and problem-solving skills. Strong computer skills and proficiency with accounting software, preferably QuickBooks. Significant experience working with external auditors, internal controls, and compliance-related issues.
