Program Manager, LifeSpring (Transitional Youth Housing) Program


Position Summary

Under the general supervision of the Director of Programs, assures that all services provided to LifeSpring participants are being implemented through a housing first, youth driven wellness and recovery model that is strength-based, culturally relevant, trauma-informed, consumer driven and outcome based. Program Manager is responsible for managing the daily activities of the LifeSpring Transitional Housing Program for former foster youth (TYH/THP Plus/THPP NMD). Program Manager provides administrative oversight and training on program entry, eligibility, case management services, crisis intervention, linkage to community resources, quality assurance of documentation and service delivery and ensures contract compliance. Program Manager assures that the program will always remain youth focused, always utilizing the youth voice in program function. Oversees, coordinates and evaluates the programs overall effectiveness to ensure its consistency with the agency's purpose, approach, policies and procedures, compliance with contractual requirements and overall "best practices" utilizing evidence based practices as the preferred teaching modality. Program manager assures that all services are provided in a client-centered, trauma-informed and culturally sensitive manner that is consistent with Lifeline's philosophy and mission to build self-sufficiency. Participation in county collaborative meetings to identify service gaps, barriers and successes in order to create best practices, policies, procedures and protocols. Identifies and develops community partnerships that promotes the LifeSpring transitional housing program and Drop in Center.

Required Education and Experience

  • MA in social work or related field a minimum of 3 years relevant experience required. 2 years post licensure as LCWS, LMFT, or related field highly preferred. Experience working with youth and young adults, specifically former foster, probation youth, and youth experiencing homelessness required. Experience in transitional housing, supervising staff, and managing County contracts highly preferred.
  • Current California Driver's license, valid auto insurance, and reliable transportation. Willingness to use vehicle to attend meetings throughout San Diego County and transportation of youth to community activities and appointments (mileage reimbursement provided).

Other Requirements

Reliable transportation. Must have a California driver license and good driving record. Willing to use own, properly insured, reliable vehicle for the job (mileage reimbursed). Employment subject to clearances, including background finger printing checks, driving record, tuberculosis testing, and drug testing.

Specific Activities

  • Assures that program design and implementation of all services maintains the highest quality of care through the eyes of youth and young adults in all aspects of service from design, development and delivery.
  • Responsible for contract compliance, reporting, goals and objectives, quality assurance system, charting, billing and documentation.
  • Though integration and coordination of care, stays current on research, innovative approaches and developments in the field, and disseminates best practice protocols.
  • Ensures quality assurance through the direct monitoring of LifeSpring staff, client satisfaction surveys, chart review, peer review and other related activities.
  • Provide administrative oversight and support to a team of case managers and housing specialists.
  • Assist staff in implementing positive youth and young adult development strategies.
  • Provides administrative supervision and training to LifeSpring staff, including orientation to the program, team meetings and evaluation of performance.
  • Assists in the recruitment, hiring, training and scheduling of LifeSpring staff.
  • Provides weekly individual supervision, case consultation, and crisis management.
  • Supports staff with wrap meetings for youth who are not in compliance with the stipulations of contract(s).
  • Engages in component and program development, implementation, and evaluation.
  • Participation in county collaborative meetings to identify service gaps, barriers and successes in order to create best practices, policies, procedures and protocols.
  • Identifies and develops community partnerships that promotes the LifeSpring transitional housing program and Drop in Center.
  • Responsible for training and compliance of HIPAA laws.
  • Completes other related duties as assigned

Schedule/Compensation

  • Full-time, non-exempt
  • Monday - Friday, 8 hours/day, on-site
  • MA $32.29-$35.52 MA BBS $35.01 - $38.51 salary will commensurate with experience and education. Differential pay offered for bilingual skills. EEO.
