Job Summary:
The Program Manager (PM) will be responsible for overseeing and managing the execution of the Military Funeral Honors (MFH) and Survivor Outreach Services (SOS) contract in compliance with the Performance Work Statement (PWS). The PM will ensure the delivery of high-quality services, effective resource allocation, and compliance with contractual requirements, while maintaining clear communication with Government stakeholders.
Key Responsibilities:
- Manage all aspects of contract performance, ensuring the execution of key tasks and required services
- Ensure all contractual deliverables, including reports and training certifications, are completed accurately and on time
- Serve as the primary point of contact between the Government and contractor personnel
- Ensure compliance with all security requirements, including Common Access Card (CAC) issuance and physical security protocols
- Develop and maintain a Quality Control Plan (QCP) and ensure compliance with Government Quality Assurance Surveillance Plan (QASP)
- Ensure all personnel, equipment and other resources are effectively allocated and managed
- Manage project budgets and approve reimbursable expenses in accordance with contractual guidelines
- Coordinate with Department of the Army, National Guard and other Government Agencies
- Oversee hiring, training, and retention of personnel to ensure uninterrupted service delivery
- Bachelor’s degree in program management or a related field
- 7 years of experience in program management similar in nature to the contract requirements
- Strong understanding of Government contracting regulations and compliance requirements
- Experience with DoD and ARNG Military Funeral Honors and Survivor Outreach Services
- Familiarity with Army Regulations (AR) and Department of Defense (DoD) directives
- Strong problem-solving skills and ability to coordinate with multiple stakeholders
- Must be able to obtain a favorable FBI fingerprint card check and initiate a Tier 1 or equivalent investigation
- Standard core hours: 0730-1630, Monday-Friday, with availability for emergency situations as required
- Travel may be required to various locations in support of the contract
- Telework may be authorized with Government approval
