Northern Wasco County PUD is looking for a Fleet and Facilities Program Manager to facilitate our daily operations for our fleet and facility needs. This is a full-time 40-hour-per-week position and is eligible for our full-time benefits package.

GENERAL SUMMARY:
The Fleet and Facilities Program Manager oversees the District’s fleet and facilities programs, and provides other support for District operations, as required. Responsible for the planning and direction of construction and maintenance activities involving District-wide physical facilities and properties. Responsible for maintaining a safe, reliable, and efficient fleet. Monitors and manages budgets for all job-related areas.

GENERAL ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS
- Develop and implement a comprehensive fleet management plan, including vehicle and equipment replacement schedule.
- Coordinate and oversee routine maintenance and repair of vehicles and equipment, performed by external vendors.
- Manage emergency repairs for critical vehicles and equipment.
- Track and analyze fleet performance metrics to identify cost-saving opportunities.
- Manage facilities maintenance contracts for services such as janitorial, landscaping, and snow removal.
- Schedule and oversee (or perform) repairs and maintenance of building systems (HVAC, plumbing, electrical, etc.).
- Conduct regular facility inspections to identify potential issues and recommend necessary repairs or improvements.
- Manages and responds to facilities service requests, working with other staff or finding a suitable contractor to complete each request in a timely manner.
- Work collaboratively with all departments and personnel at the District, contractors, and vendors.

Secondary Functions:
· All PUD employees are expected to work outside of normal business hours when required during emergency restoration activities and to accomplish other special projects.
· Makes infrequent presentations to the Board of Directors.

· Proficient in the use of the Microsoft 365 suite of applications.
Supervisory and/or Functional or Technical Responsibility or Oversight:
· No supervisory responsibilities.
QUALIFICATIONS: Recommended Education, Training & Experience (includes licenses or certifications): Other combinations of education and/or experience demonstrating the knowledge, skills, and abilities required to do the work will also be considered.
Education/Experience:
Required
· High school diploma or GED.
· Valid and current driver’s license. Driving records must be acceptable and insurable by NWCPUD insurance carrier at standard group rates. An annual consent for a release of one's driving record is also required
Preferred
· Graduation from an accredited two-year program in a trade relevant to this position (HVAC, electrical, plumbing, automotive repair, etc.).
· Bachelor’s degree in construction management or similar field.
· Familiarity with electric utility vehicles and equipment.
· Five years of experience in general building maintenance, including experience in project management, HVAC systems, electrical, mechanical, plumbing, construction, maintenance, modification, and repairs.

Working and Physical Conditions: The job is often performed under somewhat disagreeable working conditions; exposure to any or all of the above elements is likely, with at least one present to the extent of being disagreeable. Dust, fumes, dirt, noise, heat, vibrations, cold, and water are potential element exposures. Must be able to work for extended periods of time while in continuous motion, including walking, climbing, stooping, twisting, reaching, grabbing, pushing, pulling, bending, crouching, kneeling, and other similar non-stationary activities associated with fleet and building maintenance. Must be able to move from stationary positions to non-stationary positions frequently and consistently during these duties. Must be able to lift and carry 50lbs and push and pull up to 100lbs.
