Position Summary: Under administrative direction, with the opportunity to exercise a high degree of independent judgment, serves as the Director of Hourly/Support Payroll; responsible for the planning, supervision and direction of the group’s day-to-day operations. This includes the review of staffing and financial transactions for salary compensation, and the payment of wages, as well as the reconciliation of salary history and payments of approximately 45,000 employees. The Director is responsible for the oversight and management of the unit’s manual and automated functions and policies and systems related to the review, computation and audit of payroll payments. This includes project management of development, enhancements and modifications to the appropriate manual and automated payroll forms and systems as necessary. In addition, the Director oversees the development of training curriculum, schedule and sessions for staff and field personnel in payroll policy, schedule and procedures, to enable the efficient utilization of payroll systems. Performs related work.

Reports to: Chief Administrator for Payroll Administration

Direct Reports: Payroll Officers and Associate Bookkeeper

Key Relationships: Division of Human Resources, Division of School Leadership, Teachers Retirement System, Board of Education Retirement System, Office of Labor Relation as well as other City agencies, such as the Office of Payroll Administration, Financial Information System Agency, communicates with various Union representatives such as District Council 37 and United Federation of Teachers.

Responsibilities

  • Responsible for the planning, supervision and direction of the day-to-day operations of Hourly/Support Payroll. This includes the review of staffing and financial transactions for salary compensation, and the payment of wages, as well as the reconciliation of salary history and payments which includes:
    • reviewing and finalizing staffing actions processed by human resource representatives.
    • performing appropriate calculations to reconcile employee’s service and salary history.
    • reviewing reports and processing payroll payments using the New York City Public Schools (NYCPS) Employee Information System (EIS), and coordinating with DIIT toto ensure that payments are posted in the city’s Payroll Management System (PMS).
    • processing overpayment notices, which include payroll deductions and the creation of invoices for billing.
    • acting as liaison with NYCPS Division of Human Resources and Office of Labor Relations, as well as other City agencies, such as the Office of Payroll Administration, Financial Information System Agency; consults with various Union and OLR representatives to address transactions, issues and policies involving employee compensation.
    • coordinating payroll system schedules and requirements for enhancements and modifications with the Division of Instructional and Information Technology (DIIT), to ensure that the payroll processing is sound and error free.
    • Responsible for the implementation of collective bargaining agreements, policy changes and methodologies, as well as the development of specifications required of payroll systems that will maximize efficiency.
    • Oversee the development of the training curriculum, schedule and sessions for the staff and field personnel in payroll policy, schedules and procedures, to enable the efficient utilization of payroll systems.
    • Responsible for the review and certification of the accuracy of payroll information submitted to the Department of Citywide Administrative Services (DCAS) and Financial Information System Agency (FISA).
    • Responsible for the oversight and management of manual and automated functions and systems related to the review, computation and audit of payments. This includes project management of development, enhancements and modifications to the appropriate manual(s) and automated payroll forms and systems.
    • Oversee the implementation and testing of new and/or upgraded systems and develop training programs for stakeholders.
    • Responsible for creating the yearly payroll and summer calendar and schedules which are used by NYCPS, DIIT, OPA, and FISA stakeholders to schedule the calculation and processing dates for the issuance and distribution of payroll checks.
    • Provide DBOR with yearly reports on salary rates, title salary crosswalk, salary default codes, hiring rates, etc. to assist in the preparation of the FY budget forecast.
    • Supervise the compilation of payroll information and data for court and grievance hearings involving Hourly/Support employees at NYCPS.
    • Manage unit staff including recruitment, reorganizing staff responsibilities, delegating assignments and ensuring assignment completion; provide staff training on new or revised policies and procedures and the evaluation of work performance.

    Qualification Requirements

    Minimum

    • A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
    • A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
    • An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
    • A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
    • A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

    Preferred

    • Knowledge of NYCPS automated systems, including NYCAPS, Employee Information System (EIS) and the Employee Information System (EIS).
    • Knowledge of Microsoft Office 365 applications.
    • Excellent interpersonal skills in dealing with education and non-education personnel, internal and external to the NYCPS.

    Salary: $107,476 - $118,225

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
