The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.

The DOC seeks to recruit an Associate Commissioner to support the Division of Programs and Community Partnerships’ programming services and operations. With guidance of the Division’s Deputy Commissioner, and with wide latitude for independent judgement and decision making, the Associate Commissioner will supervise four Assistant Commissioners: AC of Advancement & Enrichment, AC of Programs Operations, AC of Reintegration, and AC of Counseling Services/SSH. They will support, guide, and mentor the Assistant Commissioners of Programs, in achieving the internal goals captured under the Division’s Strategic Plan as they lead each of their units and team members, to include Executive Directors and staff assigned to Programs within the commands. The selected candidate will work closely and align with all Associate Commissioners and Assistant Commissioners to quantify performance and measure quality of programs and services afforded by members from the Division, community partners, providers through small purchase orders, and volunteers; review, approve and submit reports required by internal and external stakeholders to include the Board of Correction, Mayor’s Office of Criminal Justice, and Nu ez Monitoring Team. The Associate Commissioner will also work closely with other Divisions from the Department to ensure compliance and adherence to internal protocols; convene daily, weekly and ad-hoc stakeholder meetings to ensure programs are afforded in a comprehensive, integrated, client centered manner.

Minimum Qualifications

  • A Master’s Degree from an accredited college in Public Administration, Personnel Administration, Business Administration, Human Services, Criminal Justice, Political Science, Psychology or a related field, plus three years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising personnel performing activities related to the duties of the position; or
  • A bachelor’s degree from an accredited college and five years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising personnel performing activities related to the duties of the position; or
  • A four-year high school diploma or its educational equivalent and nine years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity.

Preferred Skills

  • Ability to plan, organize and coordinate the efforts of numerous agencies and individuals to create viable and effective program service delivery systems. - Exceptional project management skills, interpersonal skills, presentation skills, and writing skills. - Ability to work effectively and build relationships within all levels in an organization, working with other communication partners in advertising, marketing, and public relations. - Ability to adapt to rapid change, multi-task, and meet restrictive deadlines. - Excellent verbal and written communication skills, as well as strong listening skills and ability to produce effective talking points to be delivered by senior management. - Expert knowledge of DOC policies and broader correctional best practices. - Ability to analyze risk and feasibility in the execution of large intra- and inter-agency projects in a jail or prison context. - Knowledge of budgets and fiscal management related to strategic program implementation.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
