These investments are necessary to ensure effective building performance and good living conditions for residents, and include modernization of building systems, interiors and exteriors, apartments, and grounds. Current programs focus on heating systems, elevators, roofs, brick facades, CCTV and layered access controls, entryways, flood protection and resiliency, sustainability initiatives, community centers, lighting and playgrounds. Projects utilize a range of delivery methods and procurement approaches, with budgets ranging from $100,000 to up to $100 million per project. The vertical is organized into several departments including project management and program management.

- Overall management and oversight of the programs assigned to the Department.
- Contracting and ongoing contract administration for Program Management firms and staff augments.
- Management of project controls across projects and programs to ensure projects are completed on time, within budget, and with quality workmanship.
- Alignment with A&CM and across NYCHA Divisions to execute projects.

Key day-to-day responsibilities include:
- Oversee and manage three or more Program Management teams to ensure clear strategic direction, sense of urgency, and alignment with A&CM management practices and processes.
- Create and issue Program Management agreements and administer the agreements, including invoice review, performance management, expenditure rates, and human resources issues.
- Provide direction and guidance to staff on key issues related to vendor and contact management including change orders/claims, non-conforming work, schedule, design, safety, procedures,
- Address high priority requests and urgent coordination needs, working with senior leaders within A&CM, the rest of NYCHA and externally with NYC agencies (e.g., DOB, FDNY, DEP) and
- Monitor program performance metrics and project controls, identifying trends and ensuring timely corrective actions.
- Coordinate with the head of the division and other A&CM leadership as needed to effectively deliver programs and projects.

Minimum Qualifications
- Seven years of full-time, paid experience in the management of the maintenance and repairs of private or public residential, commercial or industrial real estate properties, building construction inspections or field inspections and investigations requiring the gathering and reporting of housing or building data or full journeyman-level experience in the building trades as a mason, carpenter, plasterer, iron worker, plumber, at least 18 months of which must have been in a managerial or administrative capacity; or
- Five years of experience, as described in "1" above, at least 18 months of which must have been in a managerial or administrative capacity, plus two years of education in an accredited college or technical school in a construction program or education towards a baccalaureate degree in a related field of Engineering, Architecture or Engineering Technology; or
- At least two years of experience, as described in "1" above, at least 18 months of which must have been in a managerial or administrative capacity, plus an approved five year apprenticeship in housing inspection; or
- Completion of three years of apprenticeship in housing inspection, plus either four years of experience as described in "1" above, at least 18
- Education and/or experience which is equivalent to "1", "2", "3", or "4" above. All candidates must have at least two years of experience as described in "1" above, at least 18 months of which must have been in a managerial or administrative capacity. Six months of experience will be credited for each year of apprenticeship in the building trades up to a maximum of two years of the general experience.
- A bachelor's degree in a relevant field (e.g., engineering, architecture, urban planning, construction management) is required. A master's degree is preferred. - Licensed as a New York State professional engineer or architect is required. CCM or PMP certifications preferred. - Minimum of 5 – 10 years of progressive experience in program management services, construction, owners’ representation, or related areas with a successful track record of implementing multiple complex construction projects simultaneously with quantifiable results. At least 5 years of this experience must have been in a responsible consultative, managerial, or executive capacity. - Strong knowledge and skills in the areas of construction, consultant management, and procurement required. - Knowledge of U.S. Department of Housing and Urban Development, New York State and City regulations related to pubic and affordable housing, as well as prior experience with public or affordable housing, is a strong plus.
