Job Description

The New York City Housing Authority (NYCHA) is the nation’s oldest and largest public housing authority with more than 177,000 apartments, and responsibility for administering a citywide Section 8 leased housing program that serves over 150,000 additional tenants. NYCHA’s Asset & Capital Management (A&CM) Division leads the Authority’s capital, sustainability and resiliency programs that comprise a $6 billion capital projects portfolio – one of the largest in NY State – as well as range of activities related to property modernization and strategic asset management. A&CM aims to preserve and modernize NYCHA buildings and apartments through strategic portfolio planning, comprehensive design standards, innovative financing and project delivery models, strong partnership with NYCHA residents and other stakeholders, and effective program and project management of capital investments. The Division also positions NYCHA’s housing portfolio for the future by piloting and scaling-up sustainable and resilient technologies and practices, improving residents’ quality of life while enhancing building performance. A&CM’s Capital Programs Vertical is responsible for end-to-end management of over 500 active modernization projects across the Authority's properties throughout the city. These investments are necessary to ensure effective building performance and good living conditions for residents, and include modernization of building systems, interiors and exteriors, apartments, and grounds. Current programs focus on heating systems, elevators, roofs, brick facades, CCTV and layered access controls, entryways, flood protection and resiliency, sustainability initiatives, community centers, lighting and playgrounds. Projects utilize a range of delivery methods and procurement approaches, with budgets ranging from $100,000 to up to $100 million per project. The vertical is organized into several departments including project management and program management.

Capital Programs is seeking to hire a Vice President to oversee its Program Management Department, which leads large, high-profile capital programs managed through program management services contracts. These programs include heating, elevator, waste management and community center renovations. Core functions of the Department include:
  • Overall management and oversight of the programs assigned to the Department.
  • Contracting and ongoing contract administration for Program Management firms and staff augments.
  • Management of project controls across projects and programs to ensure projects are completed on time, within budget, and with quality workmanship.
  • Alignment with A&CM and across NYCHA Divisions to execute projects.

The VP will play a critical role to ensure the timely and effective deployment of resources to complete projects on time and on budget, and to continuously strengthen the effectiveness of the teams within the department through greater use of good management practices, data and technology. This will require close collaboration with the Senior Vice President for Capital Programs and other A&CM senior staff, as well as senior staff in other divisions (e.g., Heating, Elevators, Skilled Trades, Property Management, IT, etc.).

The scope of the Vice President role requires subject matter expertise in managing programs and projects in a complex context and an exceptional strategic mindset, strong process and analytical experience, and the ability to drive initiatives cross-functionally and cross-divisionally. Candidates should be adept at managing multiple large contracts simultaneously. Ideal candidates will also bring familiarity with public sector procurement and operations.

Key day-to-day responsibilities include:
  • Oversee and manage three or more Program Management teams to ensure clear strategic direction, sense of urgency, and alignment with A&CM management practices and processes.
  • Create and issue Program Management agreements and administer the agreements, including invoice review, performance management, expenditure rates, and human resources issues.
  • Provide direction and guidance to staff on key issues related to vendor and contact management including change orders/claims, non-conforming work, schedule, design, safety, procedures,
and other project management issues.
  • Address high priority requests and urgent coordination needs, working with senior leaders within A&CM, the rest of NYCHA and externally with NYC agencies (e.g., DOB, FDNY, DEP) and
utility providers.
  • Monitor program performance metrics and project controls, identifying trends and ensuring timely corrective actions.
  • Coordinate with the head of the division and other A&CM leadership as needed to effectively deliver programs and projects.

The Vice President reports to the Senior Vice President and oversees about eight NYCHA staff managing over 100 program management services consultants.

Communication & Stakeholder Management: Exceptional communication skills, with the ability to present complex information clearly to internal leadership, external contractors, and government officials. Skilled in building relationships and fostering collaboration across divisions and agencies.

Operational Excellence & Problem Solving: Adept at identifying risks and implementing mitigative strategies to ensure programs remain on track. Strong problem-solving skills and the ability to manage competing priorities effectively.

Additional Information
1. Candidates with permanent civil service status in the titles of Administrative Project Manager-M5 and Administrative Construction Project Manager-M5 will also be considered.

Minimum Qualifications


A valid New York State professional engineer’s license or valid New York State registration as an architect is required. In addition, candidates must have:

1. A baccalaureate degree in engineering or architecture from an accredited college or university and five (5) years of satisfactory, full-time, paid practical experience in an executive and/or top level
administrative capacity in organizations with a large-scale construction program; or
2. A satisfactory equivalent


Preferred Skills


Preferred Qualifications, Skills & Experience - A bachelor's degree in a relevant field (e.g., engineering, architecture, urban planning, construction management) is required. A master's degree is preferred. - Licensed as a New York State professional engineer or architect is required. CCM or PMP certifications preferred. - Minimum of 5 – 10 years of progressive experience in program management services, construction, owners’ representation, or related areas with a successful track record of implementing multiple complex construction projects simultaneously with quantifiable results. At least 5 years of this experience must have been in a responsible consultative, managerial, or executive capacity. - Strong knowledge and skills in the areas of construction, consultant management, and procurement required. - Knowledge of U.S. Department of Housing and Urban Development, New York State and City regulations related to pubic and affordable housing, as well as prior experience with public or affordable housing, is a strong plus.
