The Team You’ll Work With:
The Mayor’s Office of Talent and Workforce Development (“NYC Talent”) works to mobilize New Yorkers
and the local talent development infrastructure to achieve an inclusive economy and realize the citywide
employment objectives laid out in Mayor Eric Adams’ Executive Order #22. To do this, NYC Talent
partners with and mobilizes public agencies, educational institutions, non-profits, unions, communities,
and industry so that:

To promote equity and relentlessly tackle historic employment disparities, we aggregate and align public
and private resources to match talent to opportunity; disaggregate data to understand and adapt to the
rapidly changing labor market; leverage technology advancements; promote targeted policies; and
engage employers and jobseekers.
Recent legislation passed by the New York State Legislature (Bill No. A.7677 - 2023/Bill No. S.7387-B -
2023) will allow the City to establish a Community Hiring program in which the City and affiliated entities
can set workforce goals across a broad range of City procurement contracts, requiring that contractors
make best efforts to provide a certain percentage of job and apprentice opportunities on City projects to
low-income individuals, NYCHA residents, and people from economically disadvantaged communities.
Through Community Hiring, individuals from often-overlooked communities will have access to viable
career opportunities and City contractors will have access to an expansive, qualified talent pool. Rolling
out this ambitious and historic effort requires a committed team who can develop program rules and
policies, build out a new NYC Charter office, engage with and educate internal and external stakeholders
about Community Hiring, and help develop and meet data-driven metrics for success.

The Problems You’ll Solve
NYC Talent is seeking a Project Manager, Community Hiring who will provide policy and programmatic
support in developing, rolling out, and delivering results for the City’s brand-new Community Hiring
initiative. The Project Manager, Community Hiring will report directly to the Deputy Executive Director,
Community Hiring and will work collaboratively across NYC Talent staff, City Hall staff, City agencies, and
external stakeholders.
Responsibilities of the Project manager, Community Hiring will include, but are not limited to:
- Managing project plans, deliverables, meeting deadlines, and identifying and resolving issues
- Providing administrative support for Community Hiring Program, including scheduling
and project milestones
- Providing analysis, advice, and recommendations on policy and programmatic decisions
regarding community hiring and workforce development
- Coordinating and executing internal and external events with key stakeholders
- Coordinating and preparing briefings for meetings, events, tasks, and other initiatives related
- Drafting meeting agendas, tracking next steps and follow-up items, and ensuring such tasks
are executed.
- Supporting City agencies and contractors in achieving measurable, data-driven success
- Analyzing data to assess compliance with Community Hiring program, identifying trends and
areas for boosting compliance, and communicating and producing reports on findings for City
Hall, NYC Talent team, and other key stakeholders
- Representing NYC Talent at meetings, public forums, conferences, and similar events with
- Assisting in developing programmatic materials such as best practices manuals, forms, job
- Developing and maintaining subject matter expertise of government procurement, including
- Simultaneously managing long-term project deliverables with emergency and time-sensitive
- Undertaking and supporting special projects as assigned
About You
Preferred Qualifications:
- Excellent oral and written communications skills, including ability to communicate about and
- Experience in data cleaning, merging disparate data sources, data analysis, data reporting, and
visualization

- Ability to adapt to the changing needs and challenges that will arise with a new citywide initiative

- Experience planning, implementing, and managing projects involving diverse stakeholders
- Experience with/knowledge of City government
- A baccalaureate degree from an accredited college and three years of satisfactory full-time
progressively responsible clerical/administrative experience, one year of which must have been
in an administrative capacity or supervising staff performing clerical/administrative work of more
than moderate difficulty; or
- An associate degree or 60 semester credits from an accredited college and four years of
satisfactory full-time progressively responsible clerical/administrative experience including one
year of the administrative supervisory experience described in "1" above; or
- A four-year high school diploma or its educational equivalent approved by a State's department
of education or a recognized accrediting organization and five years of satisfactory full -time
progressively responsible clerical/administrative experience including one year of the
administrative supervisory experience as described in "1" above;
o Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates
must possess the one year of administrative or supervisory experience as described in "1"
above. Education above the high school level may be substituted for the general
clerical/administrative experience (but not for the one year of administrative or
supervisory experience described in "1" above) at a rate of 30 semester credits from an
accredited college for 6 months of experience up to a maximum of 3½ years.
Salary
The City of New York Office of the Mayor’s compensation package includes a market competitive salary,
equity for all full-time roles and exceptional benefits. Our cash compensation range for this role is
$ 54,000 – $ 83,000.
Final offers may vary from the amount listed based on candidate experience and expertise, and other
factors.
