Overview:
The NYSUT Member Benefits Department works closely with numerous constituencies to provide NYSUT’s nearly 700,000 members with access to the highest-quality programs. The Department administers a not-for-profit NYSUT Member Benefits Trust, established for the purpose of monitoring and endorsing quality, competitive insurance plans and benefit programs; a NYSUT Member Benefits Corporation that offers programs and services to NYSUT members; and a Catastrophe Major Medical Insurance Plan.
NYSUT seeks a candidate experienced in driving continuous improvement initiatives and embedding them into organizational culture. The position will assist the Department Director in achieving engagement participation goals, cultivating meaningful relationships between the various NYSUT stakeholder groups, and continually seeking ways to expand and enhancing offerings to NYSUT Members. The successful candidate will be a highly organized individual with supervisory experience capable of overseeing and ensuring compliance with various regulatory requirements.
As the Manager of the NYSUT Member Benefits Department, the candidate will work closely with the Member Benefits Chair, the Trustees, counsel and other consultants, and will report to the Member Benefits Director.
Primary Responsibilities:
· Contribute to the execution of departmental strategy for sustaining, growing, and building new affinity relationships.
· Develop and monitor metrics to track and measure effectiveness of affinity programs.
· Develop and maintain a familiarity with the various products offered and assist with the development of new product offerings and related contract development.
· Ensure regulatory compliance implementation such as in relation to COBRA, HIPAA, and other reporting requirements.
· Coordinate and plan a biennial conference.
· Maintain a compliance calendar and assist with development of agendas and quarterly updates for meetings of the Board/Trustees.
· Monitor materials and publications for necessary and legally required updates and arrange for timely distribution.
· Potentially hold related roles, such as HIPAA Privacy & Security Official for the Trusts.
· Create and oversee various mailings, reports, filings, and webinars.
· Create, review, and edit administrative procedures.
· Develop and conduct training programs regarding privacy and compliance with other requirements.
· Cooperate and assist with reviews, audits, and request for proposals (RFP’s).
· Develop and maintain a working knowledge of relevant federal and state laws.
· Oversee record retention compliance.
· Review and assist with responses to various member services or legal concerns that may arise.
· Train or coordinate and oversee trainings for new hires.
· Manage other department staff – such as with time and attendance, travel, performance reviews, and assignments.
· Review and approve office supply orders, counsel/consultant billings, and other submissions to ensure accuracy.
· Other duties as assigned.
Qualifications:
· Adept at promoting and sustaining a culture of continuous improvement.
· Advanced degree in Business Administration, Organizational Development or a similar discipline is preferred.
· Experience working with and reviewing insurance, investment, actuarial, human resources, and accounting & finance reports and related recommendations.
· Excellent communication skills and attention to detail.
· Demonstrated management success and experience is preferred.
· Some familiarity with ERISA, HIPAA, and other privacy and compliance requirements is preferred.
· Knowledge of and interest in technology, marketing, and data mining is preferred.
· Ability to build strong relationships and proven interpersonal success.
· Must have strong customer service orientation.
· Understanding of and commitment to the labor movement.
· Willingness to engage in some travel and to work irregular hours and weekends if needed.
