Title: Payroll & Compliance Specialist

Location: Bremerton, WA
Job Purpose:
Under the general supervision of the Director of Business Services, the Payroll & Compliance Specialist provides payroll functions for Educational Service District 114 and its programs.
Responsibilities
Calculate, prepare and generate monthly and bi-monthly payrolls utilizing Skyward software as provided by Washington School Information Processing Cooperative (WSIPC). Process direct deposit of payroll (ACH) and physical warrants (checks). Prepare and process sick leave buyback, VEBA cash outs, vacation cash-outs, or other special payment requests, as needed. Appropriately reconcile W-2 and ACA data. Prepare and process annual W-2s.
Review and manage reconciliations of time reports & leave, primarily in electronic spreadsheet system, but including paper timesheets, as appropriate. Ensure interface between timekeeping system(s) and payroll system is consistent and accurate.
Manage and reconcile assigned vendor/tax payable duties, including, but not limited to: state & federal taxes, vendor payables for annuities, DRS (retirement), unemployment, workers' compensation, health benefits, and maintenance and/or reporting from the electronic time sheet reporting system(s). If required, prepare and reconcile monthly deposits/reports, including quarterly reports for unemployment, workers compensation, and federal and state taxes.
Create, prepare and generate payroll reports using Skyward software and Excel spreadsheets, as required. Post adjustment transactions through payroll or general ledger to correctly reflect payroll transactions in the financial management system.
Maintain and update W-4s, payroll procedures and payroll forms. Ensure employee salaries, benefits, and assignments, including system calendars, agree to HR salary/benefit worksheets. Maintain record keeping and filing procedures in compliance with state and agency guidelines.
Implement system improvements as identified and released by WSIPC and changes required by regulation and/or policy changes.
Respond to written, telephone, and walk-in inquiries on a timely basis with clear communication in a positive manner.
Attend payroll trainings and assist in providing payroll-related training.
Perform other duties as assigned.
Qualifications and Education Requirements
High school diploma or GED.
Two years recent payroll, budget or fiscal services experience.
Experience in computerized systems.
Experience developing spreadsheets using Excel.
Associate’s degree in business related studies preferred.
Experience working in a school district or ESD and ability to utilize WSIPC software preferred.
Experience with electronic data management; experience processing payroll
Experience using or supporting use of Skyward, WESPaC financial and human resources software suite preferred.
Experience performing data analysis and developing custom reports.
Valid Driver’s License.
Required Knowledge, Skills, and Abilities
Ability to deal with complex problems.
Speed and accuracy with 10-key.
Ability to apply knowledge of school business practices to the training of school district staff on using and applying fiscal, personnel, and payroll software.
Must have problem solving and analytical skills.
Must have good human relations, interpersonal and public relations skills.
Must have excellent verbal and written communication skills, including public speaking.
Must have accurate typing and calculator skills.
Ability to work flexible days and hours.
Ability to travel; reliable transportation; appropriate auto insurance.
