What are the responsibilities and job description for the INFORMATION TECHNOLOGY SPECIALIST I position at Office of Legislative Counsel?
Under the direction of the Information Technology Manager (ITM) I of the Cloud Services Section within the Infrastructure Services Division (ISD), the incumbent acts as a technical consultant, subject matter expert, and technical lead in the successful delivery of cloud-based solutions and services. The incumbent communicates and collaborates directly with cross-divisional technical teams at the Legislative Data Center (LDC). The incumbent is responsible for the successful delivery of enterprise cloud-based projects, services, and programs in a matrix-managed environment. The incumbent performs as a technical project manager to ensure the successful implementation of cloud technologies by facilitating communication between technical teams, vendors, and key stakeholders. The incumbent performs tasks and activities throughout the entire cloud service lifecycle, from proof-of-concept, through provisioning, configuration, operation, and deprovisioning. The incumbent is responsible for keeping up to date on current trends in the industry and performs as a cloud expert acting in a consultative capacity to help determine/identify the optimal cloud solution/computing strategy to meet the evolving business needs of the California Legislature. The incumbent works as part of a team of IT specialists in analyzing effective resolution of the most complex enterprise cloud-based IT problems and utilizing internal and external resources/technical teams. The incumbent works with cloud providers including but not limited to Amazon Web Services, Microsoft Azure, Cisco Webex, and Zoom. The incumbent works closely with technical teams to ensure the organization stays security-rich across the IT landscape including on premise, in the cloud and across multiple clouds. The incumbent will act as a technical point of contact, facilitating the management and coordination of technical resources across multi-disciplinary, cross-functional technical teams within ISD to ensure effective and timely delivery of cloud related services. The incumbent may work outside of normal business hours and must be reachable 24/7 via mobile phone and devices as necessary to resolve problems, provide extended customer support coverage and/or perform implementation of information technology products and services as required by legislative customers and business needs.

Desirable Qualifications
- Four (4) or more years of experience providing critical IT services and providing outstanding customer service
- Experience in working with security teams to develop secure IT solutions/services, and ensuring security solutions and controls are in place throughout IT systems, cloud systems, and platforms
- Experience in implementing, managing, configuring and administering cloud technologies such as Microsoft 365, Microsoft Office, Microsoft Teams, Microsoft SharePoint Online, and Microsoft Entra ID
- Experience in building strong relationships with high-profile customers and providing the highest level of customer service, communicating effectively and professionally with customers, executive leadership, and internal teams
- Knowledge of project management and vendor management practices to provide advanced technical support
- Knowledge of the legislative business cycle and legislative calendar in order to avoid service interruptions impacting customers
- Excellent oral and written communication skills
- Ability to use creative excellence combined with practical sense to meet challenges and resolve issues
