This Position is a Defense Civilian Intelligence Personnel System (DCIPS) position in the Excepted Service under 10 U.S.C. 1601.
Selection under this appointment authority does not confer civil service competitive status.
If selected, Federal employees currently serving in the competitive service must acknowledge that they will voluntarily leave the competitive service by accepting an offer of employment for a DCIPS excepted service positions.
If selected, non-DCIPS candidates must acknowledge that the position they have been selected for is in the excepted service and covered by DCIPS.

The DCIPS occupational structure provides the foundation for managing the DCIPS pay structure. It consists of the following elements: mission categories, occupational groups, and work categories, work levels, pay band (for those DCIPS Components operating under the DCIPS pay banded structure using pay plan IA) and grades (for those DCIPS Components operating under the GG graded structure using pay plan GG), job titles, and competencies.
For qualifications determinations, it is recommended that applicants include their months and hours worked per week for each employment listed on their resume. Specialized Experience: Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled.
You may qualify at the GG-14 level, if you fulfill the following qualification requirement:
Qualifying experience would be demonstrated by 1.) assessing operational risks, effectiveness, and/or efficiency for various technologies and programs; 2.) tracking operational and technical options based on sensitive information and critical programs; 3.) assisting in building and executing a program assessment management process to generate options for technology vulnerabilities and gap mitigation requirements throughout the program developmental cycle; and 4.) establishing metrics and analysis processes to ensure actions can meet mission requirements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Incumbents Typical Work Assignments May Include The Following
- Support the Assessment Lead to plan, organize, and draft the annual Fiscal Year report and manage assessment criteria such as Measures of Effectiveness and Measures of Performance of select sensitive operational challenges.
- Maintain communication with the Joint Program Management Office, Joint Chiefs of Staff (JCS), and SCPO portfolio and project managers to understand both enterprise and SCPO specific project plans and milestones to assess the effectiveness of the project in support of the mission.
- Research, interpret, analyze, and apply Title 10, Title 50, DoD and Service guidance, policies, and direction to program-wide assessments.
- Manage, review, and track operational and technical options based on sensitive information and critical programs, projects, and initiatives that deliver significant capabilities.
- Incorporate controlled access program (CAP) and special access program (SAP) material when developing and coordinating proposed assessments.

- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
- Employee will be subject to counterintelligence scope polygraph testing.
- The work is primarily sedentary and performed in an office setting. Some walking, standing, bending, carrying of light items may be required in the course of the duty day.
- Overtime may be required as workload demands and in some cases with no-notice due to urgency of time-sensitive matters.
