GENERAL DESCRIPTION:
Directs the planning, maintenance and operations of all county-owned buildings, grounds, and infrastructure. This position ensures that the facilities are safe, functional, and compliant with all applicable regulations while managing budgets, staff, and resources effectively. Work is performed under the general direction of the Assistant County Administrator – Infrastructure and Transportation.
ESSENTIAL JOB FUNCTIONS:
- Plan and oversee facility maintenance, repairs, renovations, and improvement projects.
- Develop and manage departmental budgets, ensuring cost-effective resource allocation.
- Oversees staff members assigned to operations, building, custodial, cemetery, grounds, and parks maintenance in the Facilities Maintenance Division.
- Plans, organizes, budgets, and directs the development and improvement of County projects, facilities, grounds, and equipment; does related work as required.
- Direct, coordinate and maintain a preventative maintenance program for County facilities, grounds, and associated equipment. Reviews work orders and makes recommendations for priority changes.
- Maintains departmental standards in accordance with County policy, including planning, budgeting, and personnel administration.
- Directs the development and maintenance of parks and grounds to keep them in neat and orderly conditions; inspects completed work as necessary at all of the County facilities and grounds, approves changes and repairs; makes recommendations to Administration on major alterations or improvements to buildings and grounds.
- Develop long-term facility plans and capital improvement items.
- Prepares and coordinates bid specifications and documents.
- Performs all contractual duties for the hard and soft construction costs for the prescribed maintenance projects.
- Attends and conducts meetings and gives oral presentations. Prepares reports and maintains records.
- Completes purchase requisitions supplies and purchase of equipment.
- Makes recommendations for operations efficiency ; assist in resolving unusual or difficult problems.
- May be required to work and direct staff during weekends, holidays, andemergency events such as hurricanes and natural disasters.
- May serve as an essential worker during declared disasters.
- Supervise and direct staff, including hiring, training, and performance evaluations.
- Reviews and approves payroll and time records for staff.

MINIMUM QUALIFICATIONS:
- Thorough knowledge of the materials, equipment, methods, and practices are essential to the maintenance of parks and related facilities.
- Strong leadership and managerial skills
- Ability to plan and coordinate multiple firms and personnel involved in County maintenance projects.
- Ability to establish and maintain effective working relationships with other governmental agencies, civic groups, and the general public.
- Ability to analyze situations accurately and adopt an effective course of action.
- Strong problem-solving and decision-making skills.
- Ability to express oneself effectively, both orally and in writing.
- Knowledge of budgets and budget preparation.
EDUCATION & EXPERIENCE:
- Graduation from an accredited college or university with major course work in Facilities Management, Public Administration, Business Administration, Engineering, or related field
- Five (5) years-experience of progressive experience in facilities management, construction, or related industry.
- Two (2) years supervisory experience.
- Must possess a valid driver's license.
