- It is anticipated that the contractor will be able to work remotely with possible / as needed on-site visits at the discretion of the Federal Client.
About the Position :
The purpose of this requirement is primarily to obtain a dedicated full-time expert to serve as the Learning Management Systems (LMS) Administrator for our Federal Client's Learning Management System, known as eTrain2, operating on the Cornerstone platform.
SCOPE
The scope of the Statement of Work (SOW) is to provide the HCMO / TEDD with expertsolutions for technical support, application of advanced LMS principles, concepts, and methodsto deliver and maintain Federal Client's LMS to include monitoring, design, development, implementation, delivery, and maintenance of the LMS, content, assets, and other resources used for overall systems functions. The LMS Administrator serves as the expert in problem solving techniques and the legal framework in which the LMS operates, provides high level skillin interpreting and developing guidelines and requirements to meet Federal Client's mission. The person will evaluate and make recommendations concerning overall plans and proposals for complexagency projects, as well as develop, interpret, and analyze data and reports extracted from theLMS database, and / or develops the most efficient and effective automated systems approachesfor presenting training reports and graphics for management. The person will also preparerecommendations for changes or modification of functionality for the LMS. Work is performedunder the supervision of the Chief Learning Officer.
MAJOR DUTIES AND RESPONSIBILITIES
The contractor has primary responsibility for the functional and technical operation and enhancement and maintenance of Federal Client Learning Management Systems (LMS) eTrain2 operating on the Cornerstone platform, and the processes and standards governing its use. The LMS supports training across all mission critical areas, and the contractor is responsible for designing and applying appropriate workflows and business processes to ensure that required training data is captured and maintained in accordance with applicable standards and Client business requirements. The contractor coordinates LMS development and operations adhering to Client technology standards and processes and serving as the designated security officer (DSO) for the application.
The contractor must utilize expertise and knowledge of the Client processes to ensure all standards relative to procurement, design, development and implementation and maintenance of an enterprise-wide business application are met. The contractor provides expertise and advice to other office and bureau personnel in the day-to-day operation and utilization of the LMS. The contractor also coordinates operation of the LMS with the host and vendor for the purpose of resolving technical problems, monitoring vendor performance, and ensuring course updates are made in a timely manner.
The contractor must exhibit management expertise in the program area to facilitate the integration of technology into training programs and to ensure effective utilization of the LMS. The contractor serves as an expert in the design and implementation of technology-based learning and works free from technical supervision. The contractor advises the Chief Learning Officer on learning technologies and must be able to recommend decisions to implement policies and procedures necessary to ensure the full incorporation of available technologies into Federal Client's training programs. The contractor assesses and provides input on the impact changes to Client's information technology infrastructure may have on the LMS and or other learning technologies in use by TEDD. The contractor drives innovative change in the delivery of training and performance support to the Client's workforce and facilitates the implementation of new learning technologies. The contractor serves as an expert on the integration of instructional design techniques with emergent technologies to produce effective solutions to a wide range of training issues and advocates cultural change within the Client through the introduction of new forms of learning.
The contractor serves as an expert in providing assistance to the Chief Learning Officer in the formulation of initiatives, plans, systems, and procedures to manage and continually improve the efficiency and effectiveness of TEDD. The contractor develops new criteria for analyzing training requirements and for designing solutions that maximize the benefit of existing or new technologies. The contractor recommends plans to further refine and develop training solutions that focus on cost effective or current and future technologies.
The contractor demonstrates a strong understanding of the capabilities and the potential of various technologies in the training arena and the most effective means by which they may be utilized. The contractor works effectively with Federal Client's personnel to evaluate training requirements and assesses the potential for leveraging technologies as a part of a solution. The contractor provides guidance, direction, advice, and expertise to Client's training program managers on training methodologies and techniques that maximize them and capitalize on Federal Client's technology infrastructure. The contractor is responsible for the design, development, documentation, delivery, maintenance, and implementation of technology-based learning solutions, including online courseware, virtual classrooms, performance support tools, libraries and assessing commercial off-the-shelf courseware. The contractor authors standards and protocols governing all aspects of technology-based learning, utilizing expertise of the technologies involved and the Client's information technology infrastructure to establish technical standards and knowledge and instructional design to establish design standards.
The contractor coordinates and facilitates development activities, provides direction, schedules activities, councils, moderates, evaluates and directs e-learning development projects. The contractor must analyze and evaluate a variety of information, resources, and data to accomplish projects, complete assignments, evaluate proposals, problems and other matters that are required action by TEDD.
The contractor provides communication on major proposed legislation, policies, procedures, directives, or initiatives of other government entities that may affect Federal Client's training technology programs. The contractor provides concise, clear analysis and interpretations of new or modified legislation, identifying its projected impact upon agency programs or resources.
The contractor serves as a contact to the Office of Personal Management (OPM) on issues relating to Federal Client's participation in the Government-wide-e-Training initiative and is responsible for reporting accurate data and completed training events within the Client in accordance with Code of Federal Regulation C.F.R. - 410.601 Reporting Training.
