Provides direct services to clients seeking assistance from the agency’s Energy Assistance programs, which provide benefit determination, education, and information. Encourages client self-sufficiency by providing advocacy, information, and referrals to Opportunity Council and other social service programs. Serves as a key link between clients and community resources and procedures. Performs a variety of moderately complex clerical and administrative functions, including client intake, scheduling, accurately calculating income levels, eligibility determination, data entry, and providing exceptional customer service.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
1. Provides scheduled direct services that include eligibility screening for multiple services, determining financial eligibility, problem solving, needs assessment, referrals, explanation of agency programs and services, and problem solving.
2. Provides information and referral to clients regarding agency programs and other community agencies and resources.
3. Performs moderately complex data entry including client information.
4. Advocates for clients to maintain utility service and/or heating fuel supply in home.
5. Processes information related to clients, which is confidential and maintains confidentiality of all data in accordance with agency, state, and federal guidelines.
BILINGUAL POSITIONS ONLY:
Specialize in providing services to clients and families who speak a language other than English as a primary language. May occasionally be asked to support with translating/interpreting a language other than English to assist potential or current clients.
OTHER RESPONSIBILITIES:
1. Attends staff meeting and trainings as scheduled.
2. Other related duties as assigned.
EDUCATION, EXPERIENCE, TRAINING REQUIREMENTS:
1. High-school diploma or GED.
2. Two years relevant experience.
3. If hiring for a bilingual position. Must be able to speak, read, and write with proficiency and fluency in the required language.
SKILLS AND ABILITIES REQUIRED:
1. Organizational and time-management skills.
2. Ability to work efficiently and independently.
3. Ability to work with and maintain confidential information.
5. Strong communication and interpersonal skills.
6. The ability to relate to clients from a diverse population.
7. Spanish and/or Russian / English bilingual skills are preferred.
WORKING CONDITIONS:
Work is performed in a fast–paced office environment and at community outreach sites with frequent interruptions and occasional crisis situations. Intake work centers on direct service to clients and procedures that require a high degree of confidentiality, tactfulness and respect for clients from a diversity of economic and ethnic backgrounds. Regularly provides support to clients in such areas as needs assessment, program information and referral, education and problem solving. Position requires travel within service area and may require driving. All job duties are completed while following current Washington State COVID-19 safety guidelines.
Special Requirements:
- Must have Washington State driver's license at time of hire.
- Required to provide five (5) year driving history/abstract prior to first day of employment.
