The English Learner (EL) Services team at ACCESS has two primary goals: to ensure ELs achieve proficiency in English and learn the academic English necessary for school, career, and life success. Academic English includes functional language, sophisticated vocabulary, and conversation moves to enable students to interact in meaningful ways with one another, their teachers, and with text. The main strategies that support ELs in learning English and achieving academic success include integrated and designated English Language Development (ELD). The English Learner (EL) Services team is currently seeking a Program Specialist - English Learner Services to provide specialized services in support of the Alternative Education Division's English Learner Services program. The person selected will provide education and training related to the program and will establish procedures and protocols under program guidelines and services will be developed and targeted specifically for K-12 students who are English learners in Alternative Education settings. The Program Specialist will provide staff development in the use of the ELD curriculum to staff, teachers, and administrators and facilitate, organize, support, and develop family engagement activities and meetings. The incumbent will train, coach, assign, and supervise the work of tutoring staff. The Orange County Department of Education (OCDE) serves some of Orange County’s most vulnerable student populations and provides support and mandated fiscal oversight to 28 school districts serving more than 600 schools and approximately 475,000 students. In addition to providing direct instruction to students through its own alternative and special education programs, OCDE administers an array of programs and services that are critical to the operations of local school districts and community colleges, facilitating professional development, legal guidance, payroll, career and technical education support, high-speed internet access, Local Control and Accountability Plan assistance and approval, resources for families, and student enrichment. OCDE’s vision is that “Orange County students will lead the nation in college and career readiness and success.” Department staff are working to achieve this goal in collaboration with educators at all levels of student development, from early childhood through higher education, and in partnership with families, businesses and community organizations. Education and Experience: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: • Bachelor's degree from an accredited college or university with major course-work in education. • Three (3) years of responsible educational experience working with English Learners. Licenses, Certificates, and Special Requirements: • A valid California Credential authorizing service in a public school program; possession of California EL authorization.
