MINIMUM QUALIFICATIONS AND ABILITIES:
- At least 18 years of age.
- Must be able to comprehend and communicate fluently in verbal and written English.
- U.S. Citizen or possess a current permanent resident card.
- Clean criminal history; any arrest history will be individually evaluated.
- No illegal drug usage within the past year. Other drug usage will be evaluated on a case by case basis.
- Bachelor’s degree (B. A. or B. S.) or Accounting, Finance, Business Administration or related field AND four (4) years related experience and/or training OR the equivalent combination of education, training, and experience which provides a comparable level of knowledge, skills, and abilities. Related experience to include the following: Procurement, contracts, education, law, writing, project management.
- If this posting indicates a degree is required, the following experience will apply in lieu of any degree as follows:
- Two (2) years of direct experience for an Associate Degree
- Four (4) years of direct experience for a Bachelor's Degree
- Six (6) years of direct experience for a Master's Degree
- NIGP Certified Procurement Professional (NIGP-CPP) certification preferred.
- Ability to coordinate competitive methods of solicitations, including Request for Proposals (RFP), Request for Quotes (RFQ), and other applicable bid templates which comply with OCSO policies and procedures.
- Ability to monitor and review the logistical process, including the creation, advertising, and issuing copies of bid solicitations; coordinate and document the receipt of offers.
- Ability to assist in the development, coordination, and maintenance of bid solicitation platform; monitor and enforce solicitation rules and regulations and conduct solicitation planning meetings with the requesting departments.
- Ability to conduct market research to maintain an understanding of industry trends, new technologies, and best practices to foster innovation and ongoing enhancement in procurement processes.
- Ability to verify agency adherence to procurement regulations, standards and requirements
- Ability to document and archive the solicitation process; prepare all documents form the solicitation process for the Bid Evaluation Committee and coordinate committee recommendations to the Sheriff for approval.
- Ability to post bid selections, which include notification to all bidders of the Sheriff’s selection and updates the agency website and ADG with the bid awards information; Update requesting departments with the awarded vendor information and enter the term and renewal dates on the bid calendar for future usage
- Ability to maintain a registry of qualified vendors and notifies them when relevant service solicitations are announced.
- Must efficiently respond to common bid inquiries from internal and external sources.
- Ability to write bids, business correspondence, and procedural manuals.
- Ability to effectively present information and training to internal sources as well as prospective vendors.
- Must have an advanced knowledge of procurement bid principles and procedures.
- Must be detail oriented with proficient organizational skills and ability to prioritize work under tight deadlines.
- Must have intermediate computer skills to include word processing, spreadsheet, and database applications i.e. Microsoft Word, Excel, and PowerPoint.
- Must have advanced analytical skills and effective reasoning ability to solve practical problems and deal with a variety of concrete variables. Ability to conduct bids, Requests for Proposals (RFP’s) and Request for Qualifications (RFQ’s), to include, with supervision, the drafting of bid documents, coordination of submissions, and analyzing the responses.
- Ability to maintain files, schedules, and related recordkeeping duties.
