Osborne has officially opened its first temporary transitional housing assistance and reentry program, The Fulton Community Reentry Center (Fulton). Fulton provides 140 beds of transitional reentry housing to formerly incarcerated men who would otherwise be homeless after discharge from a correctional facility. Fulton also provides onsite reentry services, including case management, benefits enrollment, employment, health, and workforce development. The facility operates 365 days on a 24-hour basis daily, including evening and weekend hours.
We currently seek a full-time Program Director to join our Fulton team! Under the direction of the Vice President for Housing Operations, with wide latitude for decision making, the Director of the Fulton Community Reentry Center, who will direct, supervise, guide, and oversee all Fulton operations, in accordance with approved policies, procedures, and standards to ensure the delivery of quality services to all residents on a 24-hour basis. The Director will supervise the Director of Social Services, Housing Coordinator, Security Manager, and Office Manager and develop and maintain a structure that best meets the program’s needs and requirements. The person will work closely with Osborne’s Facilities Director, other Program Directors and Senior Executives to ensure the integration of Fulton into Osborne’s programs and services, and implement and track progress towards programmatic goals as well as ensuring a welcoming and safe environment and culture at Fulton.
Salary: $110,000.00 - $117,000.00 annually
Essential Duties:
- Oversee the day to day management of the Fulton Reentry Center, ensuring high quality services and supports for residents and a safe supportive working environment for staff.
- In partnership with the VP of Housing Operations, develop and implement policies and procedures that maintain facility safety, adhere to all New York City Department of Homeless Services (DHS) rules and regulations, and support programmatic outcomes.
- Manage a team of 50 employees and ensure high-quality services and support to residents.
- Coach, supervise, and develop direct reports- including the Director of Social services, the Fulton Office Manager, and the Fulton Security Manager - through regular one-on-one supervision, and recruit and hire high quality staff members in those roles, should vacancies occur.
- Develop, administer, and evaluate operational metrics for Fulton’s success, and ensure the timely production of any information required by regulatory agencies.
- Ensure that all staff are aware of and continually updated on DHS policies and procedures including completion of online training courses.
- In partnership with the Fulton Facilities Manager and the Security Manager, conduct and document program compliance with all applicable, fire, safety, and health standards, and monitor performance and any applicable corrective within the facility.
- Be accessible to the clients, Osborne’s management team, and partners as needed.
- Be responsive to emergency situations as prescribed in Osborne and DHS and Osborne protocol.
- Manage and participate in the reporting, investigation, and documenting of all significant incidents, and all appropriate reporting agencies ( i.e. DHS) as required by all applicable regulations and laws.
- Must be on call 24 hours, 7 days a week, 365 days a year, to respond to all shelter emergencies and/or appropriately delegate on-call responsibilities to the Director of Social Services and Security Manager on a regular schedule.
- Assure vacancies are kept to a minimum and beds are filled in a timely manner with eligible participants.
- Coordinate with DOCCS, Parole, and other referring entities to ensure timely referrals and the right volume of referrals.
- Ensure adherence to all budgetary guidelines.
- Along with the Vice President of Housing Operations, provide weekly updates to the Executive Vice President for Housing and performance reports on projects as requested. Communicate potential risks proactively to Senior Management.
- Collaborate with partner organizations to provide supplementary programs that fill gaps in services, as authorized by DHS, and build connections in the community surrounding Fulton.
- In Person Attendance is Required to Collaborate with others.
- Perform Other duties as assigned.
Requirements
Minimum Qualifications:
- Master’s degree in Social Work, Public Administration, Human Services, or other relevant field and a minimum of three years progressively responsible experience supervising transitional, residential, or permanent supportive housing programs. In lieu of a Master's degree, a Bachelor's degree with a minimum of five years progressively responsible experience supervising transitional, residential, or permanent supportive housing programs will be considered.
- A minimum of three years of management experience.
- Experience working with the Department of Homeless Services (DHS) is strongly preferred.
- Experience working with formerly incarcerated people in reentry and those impacted by the criminal legal system preferred.

- Demonstrated success in planning and implementing program activities within budgetary and time constraints
- Familiarity with the DHS system and requirements
- Computer skills are necessary, including familiarity with Google Suite as well as MSWord and Excel
- Must be able to manage multiple priorities simultaneously
- Must be able to work a flexible schedule.
