The Human Resources Professional is responsible for administration of the human resources and benefit plan functions for Otter Tail County under the direction of the County Administrator/Human Resources Director and Assistant Human Resources Director, within the policy guidelines established by the County Board of Commissioners. Performs various complex administrative work in analyzing and administering the various components of the human resource system and benefit plans.

HUMAN RESOURCES GENERAL: Assists with confidential and highly sensitive issues related to employee performance/conduct and collective bargaining agreements. Researches, analyzes, and prepares policies/reports on various topics as requested by the; presents the results to the appropriate audience.Assists in administration of policies and procedures as determined by the personnel policy, collective bargaining agreements, and County Board actions. Interprets and clarifies personnel related questions and issues; responds to requests for personnel related information from employees and the public, e.g. status of employees, anniversary dates, employment verifications, and outcomes of investigations of complaints.Researches, develops, and recommends new or revised policies and procedures. Organizes and implements other projects as assigned, e.g. implementation of a new compensation and classification system. Assists with management of the performance planning and review process. Provides guidance, counsel and training to leadership and participants, and works with leadership to ensure performance evaluations are effectively completed. Researches and conducts market salary surveys and analyzes the results.Maintains job descriptions for all positions. Assists in the development and modification of job descriptions.Oversees electronic and paper personnel records. Maintains personnel records and associated confidences in accordance with the Government Data Practices Act. Implements the onboarding process for new employees ensuring effective introduction and understanding of county government operations, key personnel policies, and service culture. This includes studying law changes and analyzing the impact on County benefits, policy development, advice to department heads and supervisors on policy interpretation and use of policy and plan documents, as well as the preparation of recommendations to Human Resources Director, Benefits Committee, County Administrator and County Attorney in labor negotiations.Responds to employee concerns about the County’s benefit programs and insurance deductions; acts as a liaison with insurance carriers and/or third-party administrators as necessary, resolving questions, problems, complaints, claims, enrollment, conversion and other benefit related matters. Responsible for Request for Proposal (RFP) processes for insurances based on State Statute for health insurance and secondary/supplemental insurances. Follows timeline for RFP advertising, bid opening, review of bids by Insurance Committee, awarding bids, and working with the new insurance company in new processes for the company.Directs and oversees the annual benefit enrollment process for County employees, educate employees regarding changes in benefit options by large group meetings, individual annual packets, and individual meetings. Provides annual census to Insurance companies and benefit changes for employees via spreadsheets or on-line enrollment systems. Advises employees regarding the enrollment process and responsible for all insurance change information to insurance companies and County payroll staff. Responsible for reconciliation of monthly billings for health, dental, and life insurance.Ensures County compliance with the Affordable Care Act by remaining up-to-date with the law and monitoring potential modifications that the County may need to make so that the County’s policies and contributions conform with the law. Directs and oversees the operations of Human Resources as it relates to county-wide administration of FMLA, COBRA, Minnesota continuation, State Retiree continuation, Vacation Donation Policy, Long Term Disability claims, retirement benefits and corresponding sick and vacation leave benefits. Ensures that Otter Tail County conforms to FMLA, COBRA and State Retiree continuation laws. Studies and analyzes labor agreements, personnel rules and other policies to ensure consistency between policies and corresponding laws and recommend changes. Advises and coaches department heads and supervisors regarding interpretation of these policies and laws for consistent application. Informs and counsels employees regarding these HR policies. When directed by Human Resources Director, County Administrator or County Attorney, responds to grievances regarding these HR policies or laws. May be involved with EEOC complaint(s).Back-up to Safety/Risk Specialist with Minnesota Counties Intergovernmental Trust to effectively monitor claims for auto, property, liability and workers’ compensation. Provides oversight on complex insurance claims. Directs and oversees benefits for employees at the Prairie Lakes Municipal Solid Waste Association (PLMSWA). Counsels employees with regard to the enrollment process. Processes Accident/Injury reports and facilitates workers’ compensation claims. The current starting salary for this position is $73,528 per year, with career advancement to $116,438.
