What are the responsibilities and job description for the Senior Inspector - LIRR Bridge Painting position at PACO Group?
PACO Group, Inc. is seeking a Senior Inspector to join our team supporting MTA C&D’s Long Island Rail Road (LIRR) Business Unit. The Senior Inspector will play a key role in overseeing bridge painting projects in Nassau and Suffolk Counties, ensuring all work is conducted safely and in compliance with project specifications and railroad operating requirements.
Key Responsibilities
- Inspection & Compliance
- Review design submittals, materials, and contractor work to confirm adherence to contract requirements.
- Conduct pre-construction surveys of existing bridge conditions, highlighting any structural or safety concerns.
- Provide consistent field coverage for active bridge painting activities and ensure all protocols align with contract specifications.
- Team Oversight & Reporting
- Oversee junior inspectors, review their Daily Reports, and offer mentorship or technical guidance as needed.
- Maintain detailed, daily records of contractor activities, equipment usage, field tests, and any non-conformance issues.
- Prepare and submit written daily reports to LIRR, emphasizing critical tasks, progress, and any identified issues.
- Project Coordination
- Collaborate with design consultants, contractors, and MTA C&D personnel to integrate LIRR feedback into approved project designs and shop drawings.
- Facilitate Roadway Worker Protection (RWP) training for on-site contractor staff.
- Coordinate look-ahead schedules and work plans with contractors to align tasks with project timelines.
- Safety & Quality Assurance
- Inspect containment installations, surface preparation methods, coating applications, and air sampling to ensure compliance with contract drawings and industry standards.
- Exercise Stop Work Authority if any activities are deemed unsafe, notifying relevant parties immediately.
- Manage Maintenance and Protection of Traffic requirements, site mobilization, and site preparation to minimize risks and disruptions.
- Documentation & Closeout
- Validate contractors’ invoices based on progress of work and contractual milestones.
- Oversee final site clean-up, document archiving, demobilization, and project closeout.
- Coordinate with relevant stakeholders to address and resolve any non-conformance issues promptly, preventing schedule or budget overruns.
- Additional Duties
- Participate in meetings with third-party contractors, user groups, and LIRR stakeholders.
- Navigate challenging terrain (e.g., inclined embankments, train tracks, ballasts, lifted work platforms) as required.
- Provide prompt updates to MTA C&D and/or LIRR personnel during urgent circumstances or project escalations.
Location & Schedule
- Primary Location: LIRR Office or a designated satellite office in Nassau or Suffolk County.
- Work Hours: Monday through Friday, 7:00 a.m. to 3:30 p.m.
- Flexibility: Weeknight and/or weekend shifts will be required depending on project needs.
Required Qualifications & Experience
- Experience
- Minimum of 8 years of relevant experience in bridge painting, construction, and project management.
- Experience in railroad operations is preferred.
- Certifications
- AMPP Certified Coatings Inspector (CIP Level II) or Bridge Coatings Inspector Level II (BCI II). Certifications must remain valid throughout the task order.
- Valid MTA Roadway Worker Protection training maintained for the duration of the project.
- Technical Expertise
- Experience in steel painting inspection services (e.g., bridges, water tanks, towers) and abrasive blasting abatement methods.
- Familiarity with railroad engineering practices relevant to bridge painting and construction.
- Working knowledge of NYSDOT Maintenance and Protection of Traffic standards and specifications.
- Project Management Skills
- Proven ability to supervise on-site project staff and coordinate with multiple stakeholders.
- Demonstrated experience managing scopes, schedules, and budgets in a construction setting.
- Technology Proficiency
- Proficient in Microsoft Office (Word, Excel, Teams, PowerPoint) and AutoCAD.
- Capable of quickly traveling between various jobsites as required.
Expected Hourly Rate Range: $55-65/hr
