What are the responsibilities and job description for the Senior Project Manager - LIRR Bridge Painting position at PACO Group?
PACO Group, Inc. is seeking a Senior Project Manager to join our team supporting the MTA C&D’s Long Island Rail Road (LIRR) Business Unit in overseeing bridge painting projects. This role is responsible for ensuring all projects are executed in compliance with contractual obligations, safety standards, and industry best practices. The successful candidate will be a Subject Matter Expert on painting projects in a railroad operating environment and will coordinate closely with design consultants, contractors, and LIRR stakeholders.
Key Responsibilities
- Project Leadership & Oversight
- Serve as the primary liaison for various bridge painting projects, ensuring compliance with construction contract requirements.
- Supervise junior inspectors and support staff, providing mentorship and technical expertise.
- Perform pre-construction surveys of existing bridge conditions and ensure alignment with all design and material specifications.
- Design & Material Review
- Review and inspect design submittals, focusing on painting products, containment systems, scaffolding setups, and adherence to industry standards.
- Incorporate comments from design consultants and LIRR into shop drawings and approved project designs.
- Schedule & Planning
- Develop and update project work plans, weekend work plans, and look-aheads.
- Integrate project contractor schedules to ensure cohesive planning and timely execution.
- Coordinate Maintenance and Protection of Traffic, site mobilization, and site preparation activities.
- Construction Management
- Oversee contractor activities, ensuring that containment installation, surface preparation, coating application, and air sampling comply with contract drawings and specifications.
- Conduct daily inspections, recording labor, equipment allocation, field tests, and any non-conformance issues in detailed daily reports.
- Monitor and recommend necessary adjustments to address potential schedule or quality concerns.
- Quality Assurance & Compliance
- Enforce safety standards by stopping work if conducted in an unsafe manner.
- Validate contractors’ invoices, process change orders, review Requests for Information (RFIs), and ensure timely response.
- Ensure work adheres to the Association for Materials Protection and Performance (AMPP) industry standards and all related regulatory guidelines.
- Stakeholder Coordination
- Act as a liaison among third-party contractors, LIRR, and outside agencies to facilitate smooth project execution.
- Coordinate Roadway Worker Protection (RWP) training for on-site personnel.
- Lead and/or participate in meetings with contractors, LIRR Engineering, and other railroad departments/divisions.
- Project Closeout
- Oversee final site cleanup, demobilization, record archiving, and submittal of required documentation.
- Resolve engineering and construction-related issues to mitigate any impact on project progress.
- Ensure all non-conformance issues are addressed and closed out effectively.
Required Qualifications & Experience
- Educational Background
- Bachelor’s degree in engineering or related field. Alternatively, one of the following:
- High School Diploma with a minimum of 10 years’ construction project management experience.
- Associate’s degree in engineering or construction/project management with a minimum of 8 years’ experience.
- Certified Construction Manager (CCM) or Project Management Professional (PMP) with at least 6 years’ experience.
- Bachelor’s degree in engineering or related field. Alternatively, one of the following:
- Certifications
- AMPP (Association for Materials Protection and Performance) Senior Certified Coatings Inspector certification, valid throughout the duration of the project.
- Level IV Certified Inspector in Civil Engineering Technology from the National Institute for Certification in Engineering Technologies (NICET), maintained for the entire task order.
- Professional Experience
- Minimum 5 years of experience in construction project management within an operating railroad environment (or equivalent experience as outlined above).
- Minimum 5 years managing scopes of work, budgets, and schedules for complex construction or engineering projects.
- Minimum 6 years of steel painting inspection experience (e.g., bridges, water tanks, towers).
- Minimum 6 years using Railroad or Federal Highway Administration (FHWA) engineering practices specific to bridge painting.
- Technical Skills & Knowledge
- Familiarity with New York State Department of Transportation (NYSDOT) standards and Maintenance and Protection of Traffic (MPT) requirements.
- Working knowledge of Microsoft Office suite (Word, Excel, Teams, PowerPoint) and AutoCAD.
- Proven track record in reviewing contract documents and directing contractor meetings.
- Additional Requirements
- Ability to navigate inclined embankments, train tracks, ballasts, and lifted work platforms.
- Willingness to work nights or weekends as required.
- Capability to travel between job sites efficiently.
Expected Hourly Rate Range: $70-85/hr
