Job Title: Director of Veterans Career Program

Reports To: Chief Operating Officer

Position Overview: Responsible for the planning, organizing, developing, and managing of all Veterans Career Program (VCP) activities; including the maintenance of the infrastructure, business processes, and VCP staff performance management necessary to ensure the continuous operational success of the program.

 

Position responsibilities and duties:

  • Oversee and manage the continued development, refinement, and implementation of the program in accordance with the VCP Strategic Plan. This includes:
    • Perform ongoing needs analyses to identify resource gaps and budget requirements necessary to implement the VCP strategy.
    • Plan and manage annual program operating budget; monitor VCP expenses throughout the year and proactively provide a commentary on deviations from the approved budget plan and the rationale for those deviations.
  • Provide regular program updates and comprehensive summary reports to the COO and, as needed, PVA leadership.
  • Manage all operational and administrative activities of program staff by providing ongoing supervision, direction, input, and feedback.
  • Using the VCP dashboard; establish consistent, objective program performance standards of accountability at both the program and individual level.
  • Manage the professional development of VCP staff to maintain oversight of program performance standards. Evaluate and monitor VCP staff performance through PVA’s performance evaluation process, which includes professional development.
  • Oversee recruitment, interview, and selection of well-qualified staff; maintaining appropriate staff levels.
  • Maintain VCP standard operating procedure manuals. Work with the PVA Information Technology department to identify and implement updates to VCP computer systems that support program objectives, standards, and performance goals.
  • Work with the PVA Communications department to update and manage VCP communication efforts including the VCP website, social media strategy, VCP story bank, etc. Assist in gaining publicity for VCP and its objectives by providing on-going input to the Communication Program. 
  • Work with the PVA Development department to determine the best approach for sustained funding of the VCP program, as well as approaches for managing strategic corporate relationships (i.e., employer organizations, funding organizations, etc.).
  • Accurately monitor all aspects of grants supporting VCP to include clear plans to meet obligations set forth in all VCP grants.  Provide quarterly updates on progress to the AED of VBD.
  • Develop and implement new online training, professional development, and compliance training programs for Employment analysts and VR Counselors to ensure consistent onboarding and training of new staff.
  • Provide guidance and management support to VR and Employment Analysts to host a series of employment conferences annually. Coordinate with employment conference partners (i.e., Hiring our Heroes Foundation) on event planning, logistics, and follow-up.
  • Develop and implement online, interactive workshops and training modules for job seekers and employer partners.
  • Develop a model to provide employment support to transitioning service members.
  • Act as PVA liaison to federal, state, and private sector agencies, sub-agencies, or programs on VCP program matters.
  • Serve as the Contract Administrator by managing the contract process and activities of any VCP program consultants, vendors, and/or service providers.
  • Perform other duties as assigned.

Qualifications:

  • A bachelor’s degree and a minimum of 8 years of work experience in the areas of departmental/divisional level management, supervision, fiscal management, and program management or equivalent work experience. 
  • Strong management and leadership skills with a demonstrated ability to provide oversight and direction for numerous activities simultaneously.
  • Demonstrated oversight skills and strategic perspective.
  • Excellent interpersonal skills, written and oral communication skills, and presentation skills.
  • Computer proficient; knowledge of MS Word, Excel, PowerPoint, and Access.
  • Travel 25%
