Overview
Manages the administration of various Human Resources (HR) functions including employeerelations, performance management, employee development, process improvement, and otherdevelopment initiatives that support general HR administration. Works closely with HR uppermanagement to establish policies and implement procedures to accomplish the goals andobjectives of Partnership within budget and within applicable legal requirements.
Responsibilities
▪ Conducts thorough investigations into employee complaints, allegations of misconduct orpolicy violations ensuring impartiality and adherence to all laws and company policies.▪ Prepares comprehensive investigative reports with clear findings and recommendappropriate disciplinary actions.▪ Collaborates with Human Resources leadership team to ensure compliance with legalrequirements and to address any legal risks or concerns.▪ Researches and assesses the impact of new and revised legislation and recommendschanges to Partnership policies and procedures as appropriate. Interprets and clarifiesprocedures and policies to staff, explaining State and Federal labor laws as required.▪ Assists with development, implementation, and maintenance of human resources relatedpolicies and procedures including the employee handbook.▪ Provides support and advice on benefits and leaves of absence (LOA) inquiries.▪ Advises on staff performance management issues, employee relation issues, and managesthe employee performance evaluation function.▪ Advises organization leaders on best practices and effective solutions in managing staffperformance including coaching and constructive feedback.▪ Participates in the employee performance evaluation process, including reviewing andapproving evaluations, making recommendations for changes where appropriate.▪ Leads or assists with investigations of alleged discrimination and harassment, ensuringthe process is conducted in an objective, thorough, and lawful manner.▪ Thorough knowledge of Partnership policies and procedures, State and Federal labor law.Ensures policies and procedures are accurate. Communicates effectively andprofessionally with all levels of staff, information related to HR policies and procedures.▪ Serves as a resource for staff personnel concerns.▪ Serves as a resource for organization leaders in handling complex employee relationissues, providing counsel on disciplinary and corrective action plans and terminations.▪ Conducts exit interviews for all employees. Reviews and tracks possible trends in datareceived.
▪ Supervises and directs the duties and activities of assigned staff.▪ May participate in the candidate interview process and make recommendations.
Secondary Duties and Responsibilities▪ In collaboration with Training and Development, conduct HR related trainings as needed.▪ Leads, assigns, and participates in special projects as needed.▪ Performs other duties as assigned.
Qualifications
Education and Experience
Bachelor’s degree in Human Resources management; minimum four(4) years of human resources experience preferred; minimum of two(2) years supervisory experience; or equivalent combination ofeducation, training, and experience which provide the requiredknowledge and abilities.
Special Skills, Licenses and Certifications
Proficient in MS Word, Excel, Outlook, and internet navigation.Thorough knowledge of applicable federal, state, and local labor laws,and ability to interpret and effectively communicate to all applicablestakeholders. Thorough knowledge of ADA, EEO, Equal Pay Act, andwage hour laws. Working knowledge of the principles and practices ofbenefits administration. Ability to use independent judgment and workindependently. Knowledge of a variety of Human ResourcesInformation Systems (HRIS). Valid California driver’s license andproof of current automobile insurance compliant with Partnership’spolicy are required to operate a vehicle and travel for companybusiness. SHRM, PHR or similar HR certification preferred.

Work Environment And Physical Demands
Ability to use a computer keyboard. More than 40% of work time maybe spent in front of a computer monitor. When required, ability tomove, carry, or lift objects of varying size, weighing up to 25 lbs.

HIRING RANGE:
$118,518.94 - $154,074.63
