What are the responsibilities and job description for the Environmental Coordinator position at PBF Energy?
PBF Energy Inc. (NYSE:PBF) is one of the largest independent refiners in North America, operating through its subsidiaries, oil refineries and related facilities. We are seeking a talented Environmental Coordinator to join our team as a pivotal member that would play a key role here at PBF Energy. This role would be located onsite at our Paulsboro Terminal in Paulsboro, NJ.
Communicate, implement and steward conformance to environmental regulatory compliance assurance processes developed and issued by Environmental Engineer for all environmental program areas (air, water, waste, other) at Eastern and Gulf Region assets.
PRINCIPAL RESPONSIBILITIES (The major activities or end results necessary to fulfill the position requirements on an ongoing basis)
- Oversee, coordinate, and assist Operations manage all environmental permit renewals, fees, emission fees and other agency related invoices/renewals and payments.
- Maintain the environmental compliance tracker (CLEARR) and ensure all regulatory deadlines are met. Maintain the CLEARR database task updates and support reporting and metrics inquires.
- With collaboration and support from Environmental Engineer, coordinate preparation of environmental permit and regulatory required reports, (Title V Compliance Reports, Emissions Calculations, Emissions Inventories, DMRs, Periodic Waste Reports, SARA 313 / 312 Reports, etc.).
- Ensure that requisition requests and invoice payments are aligned with individual sites Environmental budget including vendor’s overall spend for environmental and remediation contractor support.
- Assist Environmental Engineer with annual budget planning process. Oversee, coordinate, track and verify requisition requests, purchase orders and invoice payments for environmental contractor support. Assist Environmental Engineer with overseeing environmental contractors’ project lists and meeting PBF Logistics program and regulatory deadlines.
- Assist Environmental Engineer in advising operations personnel of the requirements to retain data and records as required by specific environmental permits or other regulatory requirements (air emissions monitoring, tank seal inspections, DMRs, waste records, emergency response plans and drills, etc.).
- Assist as needed setting up and maintaining regulatory-required site-specific records and documentation.
- Compile and review environmental data for regulatory requirements including but not limited, CEMS review, monthly tank throughputs, engine runtime tracking, UST monthly inspections, etc.
- Assist with revising, documenting and distributing regulatory plans such as SPCC Plans, SWPPPs, Emergency Response Plans, Waste Management Plans.
- Assist Environmental Engineer as needed in identifying, interpreting, and advocating appropriate change to new and modified environmental laws and regulations, particularly at the local, site-specific level. Assist with drafting/reviewing compliance strategies and procedures.
- Assist Environmental Engineer in reviewing field engineering projects, job procedures and other field work practices for environmental regulatory and permit compliance assurance, and communicate follow up action items to appropriate personnel. Provide environmental / regulatory project support as needed.
- Assist with drafting and renewing site-specific environmental permits or other authorizations, registrations, or notifications (Title V, Synthetic Minor, NSR, NPDES, UST / AST, Waste Registrations, etc.).
- Coordinate with Operations to ensure local, site-specific environmental documents / records / files are properly maintained in accordance with applicable regulatory, permit, and company requirements.
- Steward conformance to use of waste treatment, storage or disposal facilities on the PBF Approved Sites List.
- Provide waste program support through review of waste shipments against company policies / standards and regulatory requirements. Advise operations on waste opportunities identified through this review. Coordinate and act as liaison with operations for remediation projects and oversee waste management for remediation projects.
- Assist Environmental Engineer and Operations personnel as appropriate with environmental agency inspections, investigations, NOV's, etc. Report NOVs or other enforcement actions resulting from inspections to Environmental Engineer immediately.
- Steward and track emissions and waste, evaluate and implement where appropriate potential opportunities for pollution prevention and emissions / waste minimization.
- Complete waste profile approvals when needed.
- Provide support for Underground Storage Tank compliance as needed.
- Provide consulting support for fish and wildlife, habitat, and natural resource conservation related issues as needed.
- Regional travel to facilities as required
JOB QUALIFICATIONS
- Bachelor’s degree in environmental science or other equivalent science or regulatory based degree.
- Preferred 1-3 years of experience in this field.
