THE COLLEGE

Located in the northwest corner of the United States, Peninsula College is nestled in the foothills of the Olympic Mountains. The main campus in Port Angeles, Washington, overlooks the Strait of Juan de Fuca and the nearby city of Victoria, British Columbia, and has easy access to the Pacific Ocean, Olympic National Park, and Seattle. Port Angeles is two hours from Seattle and a one-hour ferry ride to Victoria, Canada. The College is honored to serve six sovereign American Indian nations in the region: Jamestown S’Klallam, Lower Elwha Klallam, Quileute, Makah, Hoh, and Port Gamble S’Klallam.

The College is honored to have strong relationships with these six federally recognized Tribes in the College’s service district. The College is home to Longhouse of Learning. It is the first Longhouse in the nation to be built on a community College campus. The College offers transferable Indigenous language courses in Klallam/S’Klallam, Makah and Quileute and Hoh languages. Instructional programs include a Tribal Homeland Security & Emergency Management certificate and an Integrated Indigenous Studies transfer pathway. The College is committed to doing more and taking future direction from the Tribes.

THE POSITION

Upward Bound is a U.S. Department of Education TRIO funded program. The Peninsula College Upward Bound (UB) program serves many eligible, low-income, first-generation-to-go-to-college students in the Olympic Peninsula/Port Angeles area. The program works to generate the skills and motivation in eligible students necessary to persist in completing a program of secondary education and continuing to complete a program of postsecondary education. The director is responsible for the effective management and supervision of the program to ensure that it meets the established goals, objectives, and federal guidelines. Tasks include overseeing the academic year component and a summer program of academic and cultural / career enrichment, management of student enrollment and records, the completion of the Annual Performance Report, and student assessment initiatives. This is a 12-month, full-time position, with some traveling during the week and on weekends. This position is grant-funded and continuation of position is dependent upon grant renewal.

Responsibilities:

  • Provide the leadership, planning and guidance needed for effective day-to-day program management in compliance with federal and state regulations
  • Provide effective and appropriate budget administration to ensure compliance with state and federal guidelines
  • Ensure ongoing community participation and create support in the delivery of the UB program
  • Serve as an UB liaison with high school principals, tribal representatives, high school counselors, teachers, parents, and college personnel
  • Recruit and supervise program staff
  • Develop promotional/application materials, conduct open house sessions, and disseminate information on the purpose and accomplishments of UB to Peninsula College and the community
  • Develop and implement a variety of learning experiences including an academic program during the school year and summer program
  • Identify and recruit students and review participant files to ensure all federal requirements are met
  • Prepare and submit annual performance reports to the US Department of Education
  • Monitor and evaluate effectiveness of program services and progress towards program goals
  • Participate in appropriate TRIO conferences and training workshops
  • This position may participate in campus or state work on equity and inclusion
  • Other duties as assigned or needed to fulfill grant compliance

Preferred Skills/Experience:

  • Master’s degree in education, student development, counseling, educational administration, social work, or a related field and experience in teaching and/or counseling with target student population
  • Bi-lingual in Spanish
  • Previous TRIO experience preferred
  • With planning, coordinating, and implementing program activities
  • Ability to successfully collaborate with faculty, staff, community members, and students as part of an effective student development team
  • Computer proficiency in Word, Excel and data base systems
  • Proven ability to meet deadlines and complete work in a timely manner

Required Skills/Experience/Education:

  • Bachelor’s degree, student development, counseling, educational administration, social work, or a related field and three or more years of related work experience
  • 2-3 years supervisory experience
  • Working with low-income, first generation, disadvantaged and/or minority students
  • Excellent communication skills, both oral and written, are essential. Includes the ability to speak clearly and fully comprehend written and spoken English and to communicate clearly with native and non-native English speakers
  • Evidence of strong organizational, interpersonal, problem-solving skills; demonstrated ability to take initiative
  • Evidence of working positively and effectively with a diverse population

Duties of the position require the ability to:

  • Operate a vehicle and have a driver’s license in good standing & must be able to arrange own transportation throughout the district

Required physical abilities:

  • Requires sitting, keyboarding, or standing for extended periods of time
  • Requires the ability to walk for longer periods, at times on uneven terrain
  • Drive long distances

Required work schedule and work environment:

  • Typical schedule is Monday - Friday 8-5. Some weekends/after hours as required.

EMPLOYMENT PAY AND BENEFITS INFORMATION

  • Full-Time Exempt position.
  • Position is funded by federal grant dollars and the position’s continuance is dependent upon the continuance of grant funding
  • Annual Salary Range: $67,000.00 - $72,000.00 (DOE)
  • Anticipated starting monthly salary: $5,583.00 - $6,000.00

Peninsula College contributes $1,130 per month towards the cost of the Washington State employee insurance programs. The college also supports professional development.

  • Full-time employees are eligible to apply and participate in the Peninsula College Employee Tuition Program.
  • Sick leave accrual is 8 hours per month.
  • Vacation Leave accrual is 16 hours per month.
