Overview
This person will be a member of a project team, under the direction of the Director of Construction and Planning, responsible for the creation of individual contract documents, project specifications, design drawings, and project estimates. They will provide pre-construction and project management support to the Director of Construction and Planning for construction and maintenance projects conducted by the Pennsylvania College of Technology. Must be capable of working beyond normal College workday as necessary to meet project deadlines. May be required to work during delays and snow closure days that may fall on scheduled workdays. Will be required to work overtime on short notice to include evenings, weekends, special events, and call-ins at the discretion of the appropriate supervisor. Travel between General Services Offices and construction/project sites is required.

Qualifications
EDUCATION
- Bachelor's Degree in building design, construction, construction management, other relevant degree, or combination of education and experience. Required
LICENSES AND CERTIFICATIONS
- Valid and in State Valid Driver's License. Required
EXPERIENCE
- Three (3) years of project management and/or design experience. Required
- Sufficient relevant experience to be knowledgeable of or familiar with construction and building maintenance including general construction, plumbing, heating, ventilating, air conditioning, electrical and fire. Required
- Relevant experience and familiarity with planning and coordinating facility improvement projects. Required
ABILITIES AND SKILLS
- Ability to read and comprehend blueprints, and the intent of plans and specifications relating to same. Required
- Knowledge of HVAC, electrical systems, energy management systems, fire alarm systems, construction technologies and renovations. Required
- Working knowledge of generally accepted techniques and practices for the installation and execution of all facets of building construction projects including but not limited to ADA, AIA, IBC, etc. Required
- Proficiency with Microsoft Office Suite. Required
- Interpersonal skills are necessary to effectively and courteously deal with architects, construction personnel, administration, and the public. Required
- Effective oral and written communication skills. Required
Responsibilities
- Attend General Construction meetings and other project meetings as assigned and record minutes to ensure all stakeholder concerns are adequately recorded and reviewed with the appropriate management personnel ensuring they are able to be addressed or resolved in an agreeable and timely manner.
- Coordinate with appropriate staff on facility upgrades renovation and replacement schedules under the direction of the Director of Construction and Planning.
- Develop and provide scope, cost, and time estimates in support of college projects.
- Assist in the management of construction projects to include writing of specifications for items requiring bidding, issuing bid addendums, and facilitating pre-construction activities.
- Facilitate the bidding process and the answering of RFI’s in support of the Director of Construction and Planning and the Director of Procurement Services.
- Act as a liaison between the project contractors, architects, engineers, Director of Construction & Planning, and the Executive Director and report suggestions or recommendations by the various construction personnel for consideration, review, evaluation, and execution.
- Coordinate project schedules and arrange any project related logistical deliveries to coincide with the project schedule as appropriate.
- Perform administrative duties associated with construction projects including the review and development of product specifications.
- Meet with contractors and vendors to obtain quotations in support of construction projects.
- Under the direction of the Director of Construction and Planning, perform project management tasks for college projects as assigned and act as a liaison between the Director of Construction and Planning and any contractors, architects, and engineers as needed.
- Perform construction management and project management duties as needed in the absence of the Director of Construction and Planning.
- In conjunction with the Director of Construction and Planning, review, categorize, and assign all project requests or work orders within the computerized maintenance management system (CMMS) pertaining to alterations, renovations, and capital projects.
- Perform routine walkthrough inspections of active projects and report deficiencies to the Director of Construction and Planning.
- Maintain photo journals on all projects.
- Coordinate internal project schedules to ensure the completion of projects in a timely and least disruptive manner.
- Attend and contribute to project-related meetings, as assigned, including but not limited to pre-bid meetings, project coordination and review meetings, project close-out meetings, etc.
- Maintain the technical publication library to include O & M, building drawings, and bid specifications.
- Assist in the maintenance and upkeep of the facilities development plan in support of the college’s capital planning process, Facilities and Site Master Plan, and strategic plan.
- Coordinate construction planning activities with campus stakeholders for consideration into the facilities capital plan.
- Develop and maintain building standard specifications for all of Penn College property.
