Buyer/Supply Chain Manager I
Phillips Tank & Structure (PTS) is no ordinary tank construction company. We specialize in the complex and fast-paced environment of tank repair on a nationwide scale. No two tanks are alike, so when they need repair, they often pose unique or complicated technical issues. We build and repair welded above-ground storage tanks (ASTs), bolted tanks, and related structures. We also inspect, install, and repair tank systems such as aluminum geodesic dome covers, aluminum internal floating roofs (IFRs), IFR mechanical shoe seals, liquid level gauges, fire protection systems, silo support structures, industrial storage tanks, and heating and insulation systems.

We are looking for one or more entry-level Buyer/Supply-Chain Managers to join our procurement team. The Buyer/Supply-Chain Manager is responsible for procuring and managing the delivery of all materials, subcontract work, and requirements for assigned projects.
Position Location(s): Braddock, PA; Houston, TX; Signal Hill, CA
These responsibilities include, but are not limited to, the following:
Day-to-Day Duties
- Understanding the scope of work and budget for your assigned project.
- Understanding logistics and freight, including costs.
- Identifying and prioritizing long-lead time/critical path items.
- Determining which vendors are best suited to fulfill the project requirements based on price, capabilities, lead time, proximity, and other factors.
- Obtaining quotes and issuing purchase orders, work orders, and subcontracts.
- Ensuring the timely delivery of all materials, avoiding expediting charges if possible.
- Communicating within PTS project team and outside vendors as needed to help ensure the effective execution of the work.
- Reviewing and approving vendor bills; ensuring invoiced amounts are correct and vendors furnish all required QC, insurance, and other applicable backup documentation.
- Assisting with preparing backup documentation and calculations necessary for invoicing T&M jobs.
- Ensuring procurement standards and procedures are followed and files are organized.
- Understanding the project budget; communicating any anticipated or actual cost overruns to the Project Management Group.
- Understanding the strengths, weaknesses, and capabilities of vendors.
- Locating and evaluating potential new vendors and ways to reduce costs or increase efficiencies.
- Assisting PMs with preparing bids for new project work.
- Assisting with developing and implementing quality control standards for vendors.
- Assisting with developing or improving tank design standards and specifications.
- Developing and maintaining procurement systems and processes files to foster teamwork, uniformity and transparency.
- Conducting root-cause-analyses and corrective-action-plans for vendor quality or delivery issues.
- Promoting all aspects of Total Quality Management (TQM) program.
- Assist in the purchasing and scheduling of fabricated tank parts by working with PTS sister company, Steel Valley Fabricators
- Thrives in a TEAM environment
- Bachelor’s degree in procurement/supply-chain related field.
- Excellent planning skills and attention to detail.
- Solid reading, writing, and communication skills.

- Proficiency in MS Excel and MS Word.
