General Position Description: The Chief Programs Officer provides oversight and leadership to Clinical Directors and Managers for all direct care services that service MH/SUD disabilities.  Responsible for providing strong clinical leadership, fostering superior quality of care, developing strategic clinical goals for all direct care services, developing program growth and expansion to meet the needs of the community, and contributing to the recruitment and retention of clinical staff.  This position promotes interdepartmental collaboration throughout the organization.  Provides strategic vision to the agency to address an ever-changing healthcare environment.

Positions Supervised: Clinical Managerial staff working directly with children, adolescents, and adults within all three counties.  Will provide supervision of the Outpatient Director, Facility Crisis Managers, Mobile Crisis Manager, and any additional clinical service managers.

Performance Expectations and Competencies

  • Oversees, monitors, and continuously evaluates and analyses risk management of all service lines to endorse strong clinical standards and financial sustainability.
  • Oversees the development, implementation, and monitoring of clinical standards for all clinical support employees, beginning with the hiring process and continuing throughout their employment to ensure clinical competency. 
  • Provides leadership and oversight for the development of a competency-based training program and ongoing evaluation of staff.
  • Responsible for oversite of the fiscal planning and ongoing budgetary monitoring with the CFO for all service lines.
  • Explore the viability of providing services in new areas and develop such services in conjunction with other community partners in concert with the direction of the leadership team. 
  • The Chief Programs Officer will engage and cultivate a strong network of external relationships to ensure that Phoenix continues to meet the needs of the communities and stakeholders we serve.
  • The Chief Programs Officer will comply with all licensure and scope of discipline requirements, to maintain good standing and a current license with their licensing board. 
  • The employee must complete all applications and maintenance paperwork for empanelment with insurance companies.
  • The employee will attend all required meetings.
  • The employee will provide administrative oversight to all applicable grants

General Knowledge and Skill:

Knowledge Of: NC Rules that apply to the delivery of outpatient and inpatient behavioral health services to include: APSM 30-1, APSM 45-2, APSM 95-1, APSM 95-2; 10NCAC27G, NC Medicaid Clinical Service Definitions. Knowledge of the Commission on the Accreditation of Rehabilitation Facilities (CARF) behavioral health standards/criteria; Knowledge of clinical supervision for all North Carolina State License Requirements for Clinical Services. General knowledge of information management systems and the use of technology to improve the efficiency and effectiveness of behavioral health programs and services.

Skill In: Highly skilled in using leadership and management techniques to develop quality management systems to improve the quality and performance of behavioral health services; Skilled in the development of policy and procedures that comply with applicable purchasers of service, regulatory, and accrediting requirements/expectations.

Minimum and Preferred Position Qualifications:

  • Possess a minimum of a Master’s Degree in behavioral science from an accredited university.
  • Possess an Advanced Degree in Business, Health, or Public Administration.
  • Minimum of five years of clinical supervision and program management with appropriate populations.
  • Preference is given to applicants that have information technology skills in Microsoft Office applications including Microsoft Access Microsoft Excel; and/or other database software.

Additional Job Requirements (Licenses, Certifications, Personal Vehicle, etc.):

  • Minimum of a license in social work, psychology, counseling, or a related field plus current NC licensure.
  • Prefer attainment of clinical supervision certificate.
  • Mental health treatment experience and the ability to function as an independent clinician is required.
  • The clinician must be able to endure the emotional stress and demands of working with clients with emotional problems.
  • Coherent and legible documentation skills, clear and effective verbal and written communication skills, and good organizational abilities.
  • Valid driver’s license and ability to travel.
  • Must have the ability to use a computer to perform job responsibilities.

 

 

 

Salary : $130,000 - $150,000
