The Program Manager (PM) oversees the Youth Development Services, ensuring the successful development and implementation of plans that drive positive outcomes for all contractual deliverables and requirements. The PM is responsible for maintaining professional and timely execution of services, effective communication with contract project officers, and providing financial oversight and approvals. The role also includes writing quarterly and other required reports, as well as supervising subordinate staff.
This position requires a hands-on approach, with the Program Manager actively engaging with American Indian high school students in community-based settings. The PM will work directly with youth in dynamic environments, such as sports activities, community events, and mentoring sessions. The ideal candidate will be energetic, passionate, and able to connect with youth, guiding them as they prepare for life after high school through college and career readiness programs.
Reporting directly to the Director of Programs and working closely with the CEO, the PM is an integral part of the Management Team, contributing to the development and execution of cross-organizational strategies. The PM manages the Youth Development service area evaluation plan, coordinating with external evaluators to ensure compliance and effectiveness across all activities. The ideal candidate will be adaptable, thrive in a fast-paced, deadline-driven environment, and ensure the program’s continued success and sustainability.
MAJOR FUNCTIONS:
Manager’s role includes, but is not limited to:
- Oversee planning and implementation of activities to ensure desired project outcomes, including management of funding, staffing, and professional development needs.
- Stay informed on the needs of American Indian high school youth in Maricopa County and maintain knowledge of key skills for life after high school, including career readiness, FAFSA, financial management, and leadership development.
- Actively engage with youth in community settings (e.g., mentoring, sports, and events), ensuring meaningful connections and guidance toward college and career readiness.
- Supervise and lead subordinate staff, providing ongoing support and fostering team development.
- Lead the Youth Development Team to create and adjust the strategic plan based on project scope, ensuring alignment with program goals and organizational needs.
- Oversee data collection, ensuring consistency and confidentiality, and coordinate with project evaluators for compliance and continuous improvement.
- Manage the program’s budget, monitor expenses, and prepare reports for monthly, quarterly, and annual reporting requirements.
- Collaborate with leadership on program improvements, providing input on organizational operations and strategy.
- Represent the company at internal and external meetings and perform other duties as assigned.
MINIMUM QUALIFICATIONS:
- Master’s Degree in Education preferred; or Bachelor’s Degree plus four years of high-level management experience; or any equivalent combination of degree and experience.
- Demonstrated experience in a senior management role, collaborating closely with executive staff to develop and implement effective organizational and programmatic strategies.
- Significant experience in or knowledge of non-profit programs and systems, including sophisticated fund compliance and reporting.
- Excellent supervisory and team motivation skills.
- Demonstrated leadership ability, team management, and interpersonal skills.
- Strong analytical and abstract reasoning skills, coupled with excellent organizational abilities.
- Exceptional written and oral communication skills.
- Proven experience working with American Indian populations, particularly urban youth.
- Proficiency in Microsoft Office Suite.
- Knowledge of evidence-based practices effective in developing college and career-ready high school youth, including educational learning theory and services for high-risk youth.
- Ability to work evenings and weekends as necessary.
- Ability to lift a minimum of 25lbs without restrictions.
WORK EXPERIENCE/SKILLS REQUIREMENT:
The Program Manager will be an experienced and results-driven leader with a minimum of four years in management, particularly in overseeing multiple projects and diverse funding sources simultaneously. This role requires a strong background in project management, including staff supervision, planning, and achieving objectives within a results-oriented environment. The ideal candidate will also possess robust program evaluation skills, using data to drive program improvements and develop actionable recommendations for executive leadership. In addition, the candidate must be active, enthusiastic, and comfortable engaging directly with youth in community-based settings, building strong relationships with American Indian high school students. Experience in creating and managing processes for a complex nonprofit organization with varied funding streams and activities is highly preferred.
