ABOUT THIS POSITION
The City of Phoenix Office of Homeless Solutions is seeking a creative, data-driven, solutions-oriented professional to help make meaningful impact within the homeless services system in the region. Currently, there is a vacancy for a Program Manager in the Office of Homeless Solutions.
The Program Manager is a critical role that will be responsible for managing the newly created Community Court program goals and objectives by providing leadership and oversight on behalf of the Office of Homeless Solutions. This court serves a specialty court dedicated to assisting individuals currently experiencing homelessness who are cycling through the justice system. The goal of this program is to address the needs of unsheltered members of the community that are often cited or arrested on minor charges, such as trespassing, and are entering into the justice system with limited opportunities to seek services and resources. The Community Court is a collaborative effort with staff from multiple City departments, including the Municipal Court, Police Department, the City Prosecutor's Office, the Public Defender's Office, and the Office of Homeless Solutions.
Some of the major responsibilities include :
- Providing leadership and continuous program improvement to all aspects of Community Court.
- Overseeing outcomes and providing active contract management of service provider partners, that includes directing the objectives of Community Court contracted Navigators.
- Evaluating outcomes of the Community Court.
- Providing leadership and direction for Community Court case conferences with contracted service provider and Municipal Court staff.
- Coordinating services and resources for people in need of housing, shelter, and / or treatment.
- Overseeing contracts, partnerships, and / or programming related to the Community Court.
- Working collaboratively with all departments involved.
- Tracking, evaluating, and reporting on program outcomes, goals, and deliverables.

Pay Range : $86,590.40 to $134,326.40 annually.
Hiring Range : $86,590.40 to $116,043.20 annually.

MINIMUM QUALIFICATIONS
Bachelor's degree in public administration, Business Administration, Project Management, or a related field.Five years of professional experience in program and project management, preferably within a government or public sector environment.Other combinations of experience and education that meet the minimum requirements may be substituted.The City job description can be found here .All finalists for positions are subject to a criminal background check applicable to the department or position.Candidates who receive a conditional offer of employment must be fingerprint ed and will have their fingerprint s used to check the Criminal History Records of the State of Arizona Department of Public Safety and the Federal Bureau of Investigation. The minimum qualifications listed above, plus :
Three years of supervisory experience.Experience supervising homeless outreach programs and homeless service organizations.Experience partnering with behavioral health providers, justice services (e.g., jail and court), neighborhood groups, housing and homeless service providers, and city departments as it applies to services for people experiencing homelessness and justice involvement.Experience with the coordination of service referrals for people experiencing homelessness.Experience with public speaking, coordinating public forums, briefing city staff, and organizing meetings.RECRUITMENT DATES
