Pima County has a current opening for a strategic thinking Talent Acquisition Manager who will continue to bring our recruitment process to the next level. As a seasoned recruiter, you will be a change agent, actively bringing opportunity to the community. This position works collaboratively under the direction of the Assistant Director to promote Pima County as an employer of choice. This position will be responsible for the day-to-day supervision of the Recruitment and Selection Team and our Talent Acquisition Team. You will work closely with our Communications Department and leadership in all County departments. You will maintain and support work of a high-profile nature, making recommendations to HR department leadership and County Administration. You will be a Pima County cultural champion, able to communicate to the external workforce what we at Pima County already know—we A.R.E. a great place to work!
This is a classification in the unclassified service and is exempt from the Merit System Rules.
Essential Functions
As defined under the Americans with Disabilities Act, this classification may include any of the following tasks, knowledge, skills, and other characteristics. Bachelor’s degree in Human Resources, Business Administration, Public Administration, or a closely related field, AND four years of professional-level human resources experience in recruitment and talent management AND experience utilizing social media to recruit talent.
(Relevant experience or education from an accredited college or university may be substituted.)
Or
Six years of experience with Pima County in a professional-level classification performing human resources responsibilities.

Licenses and Certificates: Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services’ review and approval of the candidate’s driving record.
Special Notice Items: The County requires pre-employment background checks. Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education, and criminal conviction history. - Collaborates with the Communications Department in promoting the Pima County employer brand, through social media, community engagement, college/university relations, etc.
- Supervises a team of Recruiters and Talent Engagement Specialists.
- Liaises with County Departments to understand their operations and hiring needs.
- Builds collaborative relationships with community organizations.
- Manages the Pima County Careers website, and advises on determining channels (Facebook, LinkedIn, Instagram, YouTube, Indeed, Handshake, industry websites) through which to recruit.
- Manages channel and advertising spend, and oversees contracts with vendors and agencies.
- Defines target candidate pools and oversees the candidate experience, building a talent network/talent community; drives qualified applicants to open jobs.
- Plans, prepares, and manages all County related recruiting events.
- Tracks, measures, and reports on campaign results (Analytics).
